Older Hoosiers residing in counties with a "Low" COVID-!9 Hospital Admissions Level can participate in activities as they did before the COVID-19 pandemic if they are fully vaccinated, including boosters as recommended by the Centers for Disease Control and Prevention (CDC).
However, unvaccinated Hoosiers age 70 and older must take special precautions – wear a well-fitting NIOSH-approved N95 respirator, maintain 6-feet social distancing (and avoid hand-shaking), frequently sanitize their hands, and get tested if symptoms are experienced – whenever they might be in contact with persons either indoors or at crowded outdoor events.
Older fully vaccinated Hoosiers should also take special precautions if they (a) are in counties with a "Medium" or "High" COVID-19 Community Level, (b) experience symptoms, (c) get a positive test result, or (d) are exposed to someone with COVID-19. Persons can visit https://www.covid.gov/ to find COVID-19 guidance for their communities including information about masks, treatments, vaccines, testing, and travel.
THE BOTTOM LINE IS THAT HOOSIERS AGE 70 AND OLDER – BECAUSE OF THE HIGH POSSIBILITY OF SERIOUS ILLNESS AND DEATH FROM A COVID-19 INFECTION – MUST BE FULLY VACCINATED ACCORDING TO CDC RECOMMENDATIONS AND OTHERWISE REMAIN VIGILANT DEPENDING ON THEIR COUNTY'S COVID-19 HOSPITAL ADMISSIONS LEVEL.

1.1. It is believed that the statewide spread of COVID-19
infections can be satisfactorily controlled if at least 70 percent of the total
Indiana population has completed a primary series of vaccinations.
1.1.1. It is disturbing that as of
July 25, 2023 – 49,538 Boone County residents had completed a
primary series of vaccinations – which was 67.8 percent of the total
73,052 Boone County population.
1.1.2. It is disturbing
that as of July 25, 2023 – 3,865,093
Hoosiers had completed a primary series of vaccinations
– which was just 56.8 percent of the total 6,805,985 state population.
1.1.3. It is disturbing
that as of July 30, 2023 – 81.8 percent of the total
333,287,557
United States population had received at least one vaccine dose. NOTE: The
"encouraging" probability parameter is attained when 85.0 percent of
the total U.S. population has received at least one vaccine dose.
1.2. It is encouraging that for the 3,832,168 fully vaccinated Hoosiers as of September 22, 2022, even though 12,087 percent (or 462,710) had later contracted COVID-19, just 0.172 percent (or 6,578) had been hospitalized and just 0.080 percent (or 3,062) had died!
1.3. It is encouraging
that as of September 22, 2022, there were 2,367 breakthrough deaths age 70
and older – which was just 0.39 percent (and trending steady) of the
611,405 fully vaccinated
Hoosiers age 70 and older!
PROBABILITY PARAMETERS:
"ALARMING"
is 1.00 percent or more of fully vaccinated Hoosiers age 70 and older with
breakthrough deaths,
"disturbing" is 0.51 to 0.99 percent or more of
fully vaccinated Hoosiers age 70 and older with breakthrough deaths, and

1.4. It is encouraging that the Indiana Department of Health reports that during the COVID-19 omicron surge which ended early 2022, the number of unvaccinated patients admitted to a hospital weekly peaked at just under 2,440 while the comparable number for vaccinated patients was 157.
1.5. It is encouraging that the CDC published data on January 20, 2022, showing that in December 2021 unvaccinated Americans 50 years and older were about 45 times more likely to be hospitalized than those who were fully vaccinated with a third booster shot!
1.6. It is encouraging that it was reported on February 21, 2022, CDC studies have shown (a) unvaccinated adults are 16 times more likely to be hospitalized with a COVID-19 infection than vaccinated people and (b) unvaccinated seniors age 65 and older are 51 times more likely to be hospitalized with an infection than their protected peers!
1.7. It is encouraging that it was reported on October 31, 2021, a CDC study concludes unvaccinated persons who had been infected with Covid-19 three to six months earlier were five times more likely to get another COVID-19 infection than persons who were fully vaccinated three to six months earlier and did not have a prior infection! The CDC has said persons may consider waiting about three months after an infection to be vaccinated.
1.8. It is encouraging that the CDC (a) in August 2021 fully authorized the Pfizer vaccination for persons age 16 and older, (b) on February 4, 2022, fully authorized the Moderna Spikevax vaccination for persons age 18 and older, and (c) on July 20, 2022, fully authorized the Novavax vaccination for persons age 18 and older! HOWEVER, the U.S. Food and Drug Administration (FDA) on May 5, 2022, instructed that the Johnson & Johnson vaccination be given only to persons (a) who had a severe allergic reaction to either of the Pfizer or Moderna vaccinations and (b) who refuse to receive the mRNA vaccines from Pfizer and Moderna and would therefore otherwise remain unvaccinated – there is a risk of rare but serious blood clots the first two weeks after receiving a Johnson & Johnson vaccine shot.
1.9. It is encouraging that it was reported on September 27, 2021, that federal and state health authorities say current supply and steady production of more COVID-19 vaccine doses can easily accommodate all U.S. residents seeking initial vaccination or boosters!
1.10. It is encouraging that prior to November 2021 the CDC approved emergency use authorization for the Pfizer COVID-19 vaccine to be administered to persons age 12 to 17!
1.11. It is encouraging that on November 3, 2021, the CDC approved the Pfizer COVID-19 vaccine for emergency use by children age 5 to 11!
1.12. It is encouraging that as of November 4, 2021, all Hoosiers age 5 and older had the opportunity to get appointments for free vaccination shots at more than 1,000 vaccine sites across Indiana by visiting the https://ourshot.in.gov website, calling 211 from 8:00 AM to 8:00 PM, calling one of Indiana's Area Agencies on Aging, contacting AARP Indiana, or visiting 70 libraries around the state. Most Indiana vaccination clinics now accept walk-ins who do not have appointments – including many CVS, Walgreens, and Walmart locations! The Homebound Hoosiers vaccination program also provides free vaccinations by sending emergency workers to the homes of eligible Hoosiers statewide who are unable to leave their homes, whether because they are too sick, disabled, unable to make it to a vaccination site and don't have family and friends to help them register. Fifteen Hoosier college campuses started vaccinating their students (including out-of-state students). Persons can get a COVID-19 vaccine and other vaccines at the same visit. Those under age 18 need to have a parent or guardian present when they get vaccinated or bring a signed consent form from a parent or guardian.
1.13. It is encouraging that Boone County has at least seven free vaccine sites: (a) the Boone Village Kroger Pharmacy, (b) the North Lebanon Street Kroger Pharmacy, (c) the North Michigan Road Kroger Pharmacy, (d) the Whitestown Parkway Meijer Pharmacy, (e) the North Lebanon Street Walmart Pharmacy, (f) the Witham Health Pavilion Pharmacy in Lebanon, and (g) the Boone County Health Department (BCHD)! It was reported on February 1, 2022, that the Boone County Health Department COVID-19 vaccination clinic at 116 W. Washington Street in Lebanon accepts appointments and walk-ins from 8:30 AM to 12:00 Noon and 2:00 PM to 6:00 PM every Wednesday and Thursday. The Boone County Health Department has also partnered with Witham EMS to administer homebound vaccines.
1.14. It is encouraging that on June 24, 2022, the CDC recommended Moderna COVID-19 vaccine shots for persons age 6 to 17.
1.15. It is encouraging that on June 18, 2022, the CDC approved the Pfizer COVID-19 vaccine for children age 6 months to 4 years AND the Moderna COVID-19 vaccine for children age 6 months to 5 years! Doctors advise parents to not mix and match vaccines, but to start with one series and then finish it.
1.16. It is encouraging that on January 7, 2022, the CDC updated its recommendation that ALL persons age 18 and older get a booster shot (a) five months or more after full vaccination with the two-dose Pfizer and Moderna COVID-19 vaccines and (b) two or more months after vaccination with the one-dose Johnson & Johnson COVID-19 vaccine! Pfizer and Moderna COVID-19 vaccines are the preferred booster shot in most situations for persons age 18 and older (a Johnson & Johnson COVID-19 booster shot may be considered in some situations). Young persons aged 12 through 17 may get a Pfizer COVID-19 vaccine booster five months or more after full vaccination with the two-dose Pfizer vaccine. As of May 20, 2022, the CDC announced that children ages 5 through 11 are eligible to receive an additional Pfizer COVID-19 vaccine booster at least five months after their second Pfizer shot.
1.17. It is encouraging that on March 29, 2022, the CDC recommended a second COVID-19 booster shot for the following groups: (a) persons age 50 and older get a second Pfizer or Moderna vaccine shot, (b) persons who received a primary vaccine and booster of the Johnson & Johnson vaccine get a second Pfizer or Moderna vaccine shot, (c) persons age 12 through 17 who are immunocompromised due to medical conditions or because of medical treatment get an additional Pfizer vaccine shot, and (d) immnocompromised persons age 18 and older get a second Pfizer or Moderna vaccine shot! All persons in these groups must be at least four months out from their last COVID-19 shot in order to be eligible for a second booster dose. The Pfizer booster is identical to the shots given in the original series, but the Moderna booster is half the original 100-microgram dose.
1.18. It is encouraging that on September 1, 2022, the CDC recommended updated booster shots from Pfizer for persons age 12 and older and from Moderna for persons age 18 and older – if it has been at least two months since their last primary vaccination or their latest booster! The updated booster vaccinations contain half the original vaccine recipe and half protection against the BA.4 and BA.5 omicron variants. On October 12, 2022, the CDC also authorized the updated Pfizer booster for children as young as 5 and the updated Moderna booster for persons age 6 and older.
1.19. It is encouraging that on September 12, 2023, the CDC recommended that persons age 6 months and older receive an updated COVID vaccine to protect themselves against getting sick or hospitalized! The two vaccines that were authorized are Spikevax from Moderna and Comirnaty from Pfizer-BioN-Tech. Both of these vaccines use the mRNA technology and target the Omicron variant XBB.1.5 and its subsequent variants.
1.20. It is encouraging that individual Hoosiers can obtain their Vaccine Certification online at https://eportal.isdh.in.gov/C19VaccinationPortal/ or by calling the Indiana State Department of Health at 1-877-826-0011 from 8:00 AM to 5:00 PM Monday through Friday!
1.21. It is encouraging that interested Hoosiers can visit the U.S. Centers for Medicare & Medicaid Services "COVID-19 Nursing Home Data" web page at https://data.cms.gov/covid-19/covid-19-nursing-home-data to find the following data for individual nursing homes: Recent Percentage of Current Residents who Received a Completed COVID-19 Vaccination at Any Time, Recent Percentage of Current Residents with a Completed Vaccination who Received a COVID-19 Vaccine Booster at Any Time, Recent Percentage of Current Healthcare Personnel who Received a Completed COVID-19 Vaccination at Any Time, and Recent Percentage of Current Healthcare Personnel with a Completed Vaccination who Received a COVID-19 Vaccine Booster at Any Time.

DEPARTMENT COVID-19 VISITS

3.1. The CDC evaluates the "percentage of emergency department visits that were diagnosed as COVID-19 in the past week" according to the parameters listed next.
3.1.1. "Minimal"
is less than 1.5 percent of emergency department visits diagnosed as
COVID-19 in the past week.
3.1.2. "Low"
is 1.5 percent to 2.9 percent of emergency department visits
diagnosed as COVID-19 in the past week.
3.1.3. "Moderate"
is 3.0 percent to 4.4 percent of emergency department visits
diagnosed as COVID-19 in the past week.
3.1.4. "Substantial"
is 4.5 percent to 5.9 percent of emergency department visits

4. STATEWIDE COVID-19 TESTING
4.1. The State Health Commissioner recommended on July 30, 2021, that Hoosiers get tested for COVID-19 if exposed to infected persons, regardless of vaccination status.
4.2. The Centers for Disease Control and Prevention (CDC) reported in May 2021 that vaccinated persons can generally be excluded from routine workplace screening for COVID-19.
4.3. It is encouraging that on September 10, 2021, Indiana announced a testing contract with Gravity Diagnostics for free COVID-19 testing across the state. Guidance from the CDC states that any person (vaccinated or unvaccinated) who has been within 6 feet of an infected person for at least 15 minutes should get a test due to the significance of asymptomatic and pre-symptomatic transmission! Rapid antigen tests can give a result within 15 minutes. PCR tests, which are sent off to a lab for processing, take longer for results but are more accurate from the standpoint of false negatives. Many sites offer both rapid and PCR testing. However, it was reported on January 19, 2022, that all state-run test sites are now limiting the rapid tests to persons age 18 or younger and those over age 50 who have symptoms. Visit https://www.coronavirus.in.gov/covid-19-testing-information/ to make a test appointment (NOTE: walk-ins are accepted when there is capacity to do so).
4.4. It is encouraging that free rapid antigen and PCR COVID-19 tests are administered in Boone County at four CVS Pharmacies and the Zionsville Walgreens! The Boone County Health Department at 116. W. Washington Street in Lebanon offers free COVID-19 test kits.
4.5. It is encouraging that a December 6, 2021, CDC update recognizes rapid antigen self-testing as a risk-reduction strategy to reduce the chances of COVID-19 transmission! COVID-19 self-tests are also referred to as at-home tests or over-the-counter (OTC) tests. At-home testing is recommended when persons (a) experience COVID-19 symptoms (including fever, cough, sore throat, respiratory symptoms, and muscle aches), (b) five days after a potential COVID -19 exposure, or (c) as part of test-to-stay protocols in schools and workplaces. Persons with a positive self-test result should isolate and inform their healthcare provider, as well as any close contacts.
4.6. It is encouraging that the White House announced on January 13, 2022, that the U.S. government will purchase one billion rapid antigen at-home tests! Beginning March 2022, each U.S. home may order two sets of four free at-home tests from the website https://www.covidtests.gov/. All of the at-home tests that are provided will be authorized by the Food and Drug Administration.
4.7. It is encouraging that the White House announced persons with private insurance will be able to start seeking reimbursement for tests they purchase themselves beginning January 15, 2022! Private insurers will be required to cover the cost of eight at-home tests per insured person per month.
4.8. It is encouraging that on April 4, 2022, the Centers for Medicare & Medicaid Services announced that Medicare Part B enrollees will be able to get up to eight free rapid at-home tests per month! The tests will be distributed by participating pharmacies and other locations. Some doctors have recommended that persons should test for COVID-19 twice a week.
4.9. In addition to sufficient statewide COVID-19 testing, contact tracing will be particularly important for the health of unvaccinated Hoosiers age 70 and older. A person who tests positive for OVID-19 should notify their close contacts that they may have been exposed to COVID-19. An infected person can spread COVID-19 starting 48 hours (or 2 days) before the person has any symptoms (or 48 hours before a positive test if the person has been asymptomatic throughout their illness). A close contact is anyone who was within six feet of you for a cumulative total of 15 minutes or more over a 24-hour period (even if the close contact was wearing a mask). If an infected person would like to stay anonymous, there is an online tool at https://tellyourcontacts.org/ that allows you to tell your close contacts by sending out emails or text notifications anonymously.
5. ORAL ANTIVIRAL MEDICATION USAGE
5.1. It is encouraging that oral antiviral pills are expected to be effective against COVID-19 variants because they target the spike protein where most of the variants' worrisome mutations reside!
5.2. It i s encouraging that on May 25, 2023, the Food and Drug Administration granted full approval for Pfizer's Paxlovid pill to be used by adults age 18 and older who face the highest risk of hospitalization (including older persons and those with conditions such as obesity, heart disease, diabetes, and asthma)! Patients will need a positive COVID-19 test to get a prescription for the Paxlovid pill, which has only proven effective if given within five days of symptoms appearing. Pfizer's treatment consists of three pills taken twice a day for five days – two of the pills are Paxlovid and the third is the molnupiravir antiviral that helps boost levels of the main drug in the body. A Paxlovid treatment study of persons who have had COVID-19 showed that hospitalizations and deaths were cut by more than 85%.
5.3. It is encouraging that the Food and Drug Administration issued an emergency use authorization on December 22, 2021, for Pfizer's Paxlovid pill to be used children ages 12 to 17 that weigh at least 88 pounds who face the highest risk of hospitalization!
5.4. It is encouraging that the FDA announced on May 25, 2023, the U.S. government has stockpiled millions of doses of Pfizer's Paxlovid and patients will continue to receive it at no charge!
5.5. It is encouraging that the Food and Drug Administration on December 23, 2021, authorized the Merck Lagevrio (molnupiravir) pill for persons age 18 and older who are not pregnant to treat COVID-19 at home! The Merck pill works by introducing mutations into the SARS-CoV-2 virus's genetic code to prevent it from replicating. The Merck pill, which is taken twice a day for five days, is available by prescription only and treatment should begin as soon as possible after a COVID-19 diagnosis and within five days of the onset of symptoms in order to treat mild-to-moderate disease.
5.6. It is encouraging that if a person tests positive for COVID-19 and is older or at high risk of getting very sick, the person can visit a Test-to-Treat location and (if eligible) receive a prescription for free oral antiviral medication. 6.2. It is
encouraging that the 7-day average of new
statewide COVID-19 cases
was just 115 (or 0.002 percent of the 6,805,985 total Indiana population and trending
up) on July 25, 2023!
PROBABILITY PARAMETERS:

cases exceeding 0.050 percent of the total Indiana population (or 3,403 new
cases),
"disturbing" is 7-day average new cases from 0.020 percent to 0.050
percent of the total Indiana population (or 1,362 through 3,402 new cases), and
"encouraging" is
7-day average new cases less than 0.020 percent of the total Indiana population
(or 1,361 new cases).
6.3. It is encouraging that Hoosiers age 70 and older accounted for just 9.7 percent (or 193,245) of all the 1,987,017 positive COVID-19 cases reported as of December 13, 2022 – while 1,793,772 Hoosiers under age 70 have been infected with COVID-19! NOTE #1: The 727.3 thousand Hoosiers age 70 and older account for 10.7 percent of the total 6,805,985 Indiana population. NOTE #2: As of September 11, 2022, 84.1 percent of Hoosiers age 70 and older were fully vaccinated, while just 51.0 percent of Hoosiers under age 70 were fully vaccinated.
6.4. It is
encouraging that only about 3,542 Hoosiers who have tested
positive for COVID-19 were currently infected and not yet recovered on May

The conclusion that the COVID-19 virus is deadly for unvaccinated Hoosiers (a) with underlying health problems and/or (b) living or working in communal environments is emphasized by the fact that the number of total resident deaths on March 16, 2022, in Indiana long-term care facilities was 7,526 (which was 33.7 percent of all the 22,322 COVID-19 deaths).
10.2. Residents age 70 and older accounted for 90.7 percent (or 6,826) of all the 7,526 COVID19 deaths in Indiana long-term care facilities on March 16, 2022 – while 700 long-term care facility residents under age 70 had died.
10.3. Of all the 15,425 Hoosiers age 70 and older who had died from COVID-19 as of March 16, 2022, 8,599 live outside long-term care facilities.

18.1. The availability of sufficient intensive care unit hospital beds and hospital staff throughout Indiana are important factors in helping control the COVID-19 pandemic.
18.2. The highest recorded number of single-day COVID-19 hospitalizations was 3,519 on January 13, 2022.
18.3. The lowest recorded number of single-day COVID-19 hospitalizations (since at least April 8, 2020) was 197 on April 18, 2022.

18.6. It is disturbing that many months of ongoing COVID-19 trauma, stress, and personal risk have resulted in a significant number of health care worker resignations.
18.7. It is encouraging that the U.S. Supreme Court ruled on January 13, 2022, that the policy of the U.S. Department of Health and Human Services' Centers for Medicare & Medicaid Services can take effect which requires the Covid-19 vaccine for certain health care workers at hospitals, nursing homes, and other facilities that participate in Medicare and Medicaid programs. The mandate allows for some religious and medical exemptions.
18.8. On May 23, 2023, there were 21 (and trending up) confirmed COVID-19 patients and patients under investigation utilizing hospital ventilators. It should be noted that COVID-19 treatments now include less invasive oxygen delivery methods and other effective treatments such as monoclonal antibodies, convalescent plasma, and extracorporeal membrane oxygenation!
