Every Boone County citizen lives in one of 19 property tax districts: 12 townships or the municipalities of Advance, Jamestown, Lebanon, Thorntown, Ulen, Whitestown, and Zionsville. Property Tax and Population data for each taxing district is included in the spreadsheet below.
Total Property Tax for Distribution amounts for 2001 through 2007 were obtained for all 19 property tax districts from Form 49 TCs filed in the Boone County Auditor's office. These distribution amounts, which include state tax replacement and homestead credits as well as taxpayer payments, represent the total property tax received by each property tax district. These property tax receipts result from the approval of budgets submitted to the state's Department of Local Government Finance.
Property tax receipts are best compared by taking into account population changes in each taxing district. Property Tax Per Person represents the average property tax collected for each citizen as a result of an approved property tax budget in a taxing district.
Another point of comparison is inflation increase. The Consumer Price Index increased 17.05% from 2001 to 2007.
1. How much did the total amount of 2007 property taxes collected per citizen in Boone County change from 2001? The $1,627 average in budgeted property taxes collected per Boone County citizen in 2007 was 62.7% more than collected in 2001.
2. How much did the 2007 property taxes collected per citizen in each Boone County taxing district change from 2001? The following comparisons to inflation increases represent one method to evaluate the 2007 property tax changes from 2001. Those taxing districts whose changes in property taxes collected per citizen were LESS than inflation deserve a "hall of fame" designation. Conversely, those taking districts whose changes were MORE than inflation are assigned to the "hall of shame."
HALL OF FAME (taxing districts whose 2007 property taxes per citizen increased LESS than the 17.05% inflation from 2001): Sugar Creek Township (8.50% decrease), Marion Township (6.07% decrease), Clinton Township (4.40% decrease), Harrison Township (1.24% increase), Jackson Township (8.24% increase), Center Township (8.35% increase), Jefferson Township (9.53% increase), Washington Township (11.65% increase), Advance (13.26% increase).
HALL OF SHAME (taxing districts whose 2007 property taxes per citizen increased MORE than the 17.05% inflation from 2001): Whitestown (316.38% increase), Zionsville (118.01% increase), Eagle Township (84.72% increase), Union Township (80.41% increase), Ulen (52.99% increase), Worth Township (49.49% increase), Lebanon (38.82% increase), Jamestown (33.91% increase), Thorntown (19.91% increase), Perry Township (18.36% increase).

It is interesting to note that our County Council is allowed by IC 6-3.5-6-13 (b) (see http://www.in.gov/legislative/ic/code/title6/ar3.5/ch6.html) to increase the homestead credit on our property tax bills by an amount up to 8%. The homestead credit increase would be paid for by reduced COIT distributions to the County’s local governments; school funding would not be impacted.
