Overview

Boone County students attend schools in four public school corporations: Lebanon Community School Corporation, Sheridan Community Schools, Western Boone County Community School District, Zionsville Community Schools.

Education outcomes data has been tabulated for each of the four Boone County public school corporations and the Statewide Average. The data includes 99 education outcomes within the categories of College Readiness, School Corporation Results, and Indiana Reading Evaluation And Determination (for third graders). LCSC Strengths

S-1 Taking into consideration the 42.2% of students who receive free or reduced-price lunches because of their family income level, the ISTEP Math outcomes are good for the Third, Fourth, and Fifth grade students.

S-2 The percentage of first-time test-takers passing the Algebra I End of Course Assessment (92.1%) is high. (Also a 2012 Strength.)

S-3 The percentage of graduates who received a waiver without passing both the Algebra I and English 10 End of Course Assessments (2.2%) is low. (Also a 2012 Strength.)

LCSC Weaknesses

W-1 The percentage of graduates who pursue a college education is well below the statewide average. (Also a 2012 Weakness.)

W-2 The percentage of graduates attending Indiana public colleges who need remediation (31%) is too high. (Also a 2012 Weakness.)

"Destination Community" Reality
(As of June 18, 2013)

Lebanon Mayor Huck Lewis states on the city website, “By partnering with the Chamber of Commerce, Boone County Economic Development Corporation, Convention and Visitors Bureau, Boone County Commissioners, Superintendent of Schools and the Community Vision Committee, I will strive to make Lebanon a destination community.” A “destination community” is often described as one that attracts young professional families as residents.

As judged by the school corporation data listed next, young professional families are moving to Zionsville but not to Lebanon.

Student enrollment at Zionsville Community Schools (ZCS) has grown the past three years by 353 (or 6.3%) from 5,570 to 5,923 students. Most of this growth has come from young professional families as evidenced by the fact that the percentage of students receiving free or reduced-price lunches has only slightly increased the past three years from 4.8% to 5.4%.

The Lebanon Community School Corporation (LCSC) student enrollment has grown the past three years by only 97 students (or 2.8%) from 3,459 to 3,556. This growth has not come from young professional families because the percentage of students receiving free or reduced-price lunches has increased from 40.7% to 43.6%, which is more than the rate of growth.

Most of the young professional families moving to Boone County are choosing Zionsville over Lebanon because they expect their children to have better education outcomes at ZCS than LCSC. The readily available data supporting this conclusion has been summarized at the top of this web page under the heading "Overview."

The percent of 2011 ZCS graduates enrolled in college was 90% while LCSC at 53% was below the statewide average. Regrettably, 31% of the LCSC graduates attending Indiana public colleges needed remediation compared with 10% for ZCS.

The percent of 2012 LCSC graduates taking Advance Placement tests was 31.7% versus 67.2% for ZCS. The percent of 2012 LCSC Advance Placement tests with a score of 3, 4, or 5 was only 45.5% compared to 78.5% for ZCS. Just 64.8% of 2012 LCSC graduates took the SAT, and their 982 average score was below the statewide average. The percent of 2012 ZCS graduates taking the SAT was 90.6% and their average score was 1,139. The 29.5% of 2012 LCSC graduates earning a Core 40 with Honors Diploma was less than the Statewide average, while the 65.1% of ZCS Honors graduates was almost double the statewide average. The 11% percent of 2011-12 LCSC students enrolled in gifted and talented education was half the ZCS percentage and below the statewide average.The disparity in these education outcomes helps explain why the percent of 2011-12 LCSC students changing school to another school corporation was 8.2% versus just 1.8% for ZCS.

It is disturbing that the 84.8% of 2013 LCSC Third Grade students passing the Indiana Reading Evaluation And Determination assessment is below the statewide average when 96.8% of ZCS Third Graders passed the 2013 IREAD-3 assessment. The percentages of LCSC Third through Eighth grade students who achieved a Pass or Pass Plus on the 2011-12 ISTEP Language Arts exams are significantly less than for ZCS. The LCSC outcomes on the 2011-12 ISTEP Science and Social Studies exams are considerably less than the ZCS outcomes. Also, the percentage of 2011-12 LCSC students earning a Pass Plus on the ISTEP Math exams declined a great deal beginning in the Sixth Grade while the ZCS percentages increased.

A couple of the LCSC education outcomes compare favorably to ZCS. Taking into consideration the high number of students who receive free or reduced-price lunches because of their family income level, the 2011-12 ISTEP LCSC Math outcomes are good for the Third, Fourth, and Fifth grade students. In addition, the 92.1% of first-time LCSC test-takers passing the Algebra I End of Course Assessment is higher than the 90.3% at ZCS.

It is hoped that some admirable LCSC efforts will close the education outcomes gap with ZCS. Community involvement through Kids At the Table, ReadUp, and mentoring programs should help students in the lower grades better prepare for academic success at the middle and high school levels. There is some anecdotal evidence that the new “smartboards” have helped high school students become more involved in classroom activities. Increased use of middle and high school computer technology holds some promise for better student engagement and learning. Successfully partnering with Vincennes University to bring an advanced manufacturing training center to Lebanon could prove to be very important.

However, the bottom line reality is that (1) the key to making Lebanon a destination community depends on LCSC education outcomes and (2) it will be a number of years before LCSC closes the education outcomes gap with ZSC despite the best efforts of the community. No amount of taxpayer and utility ratepayer dollars spent on gateways, infrastructure subsidies for developers, community amenities, and tax abatements will make one whit of destination community difference until the LCSC education outcomes compare favorably with ZCS. All of us Lebanon residents must daily emphasize the vital importance of education to our community’s children, and our Lebanon “public servants” must stop the corporate welfare that makes it harder for the families whose children receive free and reduced-price school lunches.
