Everyone has felt the impact of the 20% sales tax increase imposed by Indiana's General Assembly effective December 1, 2002. The sales tax increase from 5% to 6% will cost Hoosier households with a $25,000 income $150 more per year; a household earning $75,000 will pay $230 more.
Many General Assembly members mislead Hoosiers into believing that the sales tax increase would be used to lower homeowner property taxes. But, the real truth is that the General Assembly and Governor, through their betrayal and incompetence, have already laid plans to turn a promised 16.3% homeowner property tax reduction into a 2.6% increase in just four years.
Miscalculation, together with cleverly disguised budget increases by some local governments, are also increasing homeowner property taxes. The table below summarizes how Pay 2003 property tax bills compare to Pay 2002 for the average residence in each county.

Tim Berry (State Treasurer): Public schools, local governments and libraries are borrowing at record levels to make payrolls and pay bills. During the first six months of this year, local governments borrowed $1.34 billion through the Indiana Bond Bank. That's about one-fourth of the more than $5 billion in property taxes the state raises every year. How much higher property tax bills will go as a result won't be known until these short-term, low-interest loans are paid. Interest on the 302 loans taken out as a result is about 1.4 percent. But even that good rate could mean $10 million to $20 million in additional costs for Hoosier taxpayers. (07/30/03 Indianapolis Star)

triple-digit increases and that there have been calls for a special session. The
newspaper editorialized Sunday, "Never mind that lawmakers had several
years to solve it and didn’t do anything. Why should anyone think legislators

Johnson County
Rob Norris (director of the county's computer department): Taxes dropped for 22,817 houses and went up for 12,635. The bills for the 90 others changed by less than $1. Most of the 1,298 homeowners whose bills soared by $1,000 or more appeared on the tax rolls as new homes, meaning they were subdivision lots, partially built homes or vacant land when assessed in 2001. If homes assessed for the first time in 2002 are removed from the computations, the average decrease for existing homes this year is then $83. The county's biggest taxpayer, Simon Property Group, owner of Greenwood Park Mall, is appealing the mall's reassessment to $74.37 million from $35.66 million. The Times of Northwest Indiana: Predicts an outright revolt, far worse than the one underway in Indianapolis. "The outcry in Lake County is likely to be even greater than Marion County," the newspaper quoted Purdue Prof. Larry DeBoer. "Most homes are likely to increase there, not just older homes." Marion County

Barry Delk: I am a Realtor/Broker and have been in the business for more than a decade serving central Indiana. I have already heard of numerous massive increases in areas where there should have been none. I think it will eventually result in a devaluation of homes as people understand what they will now have to pay monthly (via their mortgage payment) on property taxes. I have heard of homes in areas that sell in the $30,000's to $50,000's being assessed at more than $70,000. These are often homes in very tough to sell areas and now it may well be nearly impossible to sell with the higher taxes. Buyers buy based primarily on what their monthly mortgage payment will be. With rates around 6.0% that is roughly $6 per thousand financed for a 30 year loan. If property taxes increase by just $60 to $90 a month that is the same as the home costing $10,000 to $15,000 more based on the monthly payment. There may well be a 10-30% loss of value once these adjustments began to be figured out by buyers. With the interest rates relatively low, this is not such a big deal, but wait until the rates go back above 7.0%, we will see a massive change in this market, and it will be extremely harmful. The number of foreclosures on the market is increasing daily already in Indiana, this will only make things worse if something is not done. (07/10/03 E-mail)
Barry Delk: I am a Realtor/Broker and have been in the business for more than a decade serving central Indiana. I think when all the numbers are in, we will see not only have property taxes not declined overall, but instead actually increased somewhat significantly. While I have seen a few cases where taxes actually went down on a few homes, the decreases are usually very modest when compared to the more numerous cases of increases I have heard of. Barry Delk: I am a Realtor/Broker and have been in the business for more than a decade serving central Indiana. The half hazard manner in which the reassessment was done was nothing short of disgraceful. I wonder if any of the "minds" behind the changes ever took a class in basic algebra! What could have been a very simple process was turned into a fiasco. I know they have had at least ten years to get ready for this change as they have been recording sale prices for a decade now to be ready for the change (at a cost of $5 for every closing over the past ten years). Add to this what has happened in the home insurance industry in the past 3 years and housing has really taken a hit. The only reason we are staying afloat at all, is the low interest rates, when they go back up, we may see the worse housing crisis Indiana has ever seen. Legislative Services Agency: Owners of 23,417 homes in Center and Washington townships - or nearly one-fourth of all residential property in these townships - saw their tax bills double, triple or worse. Nearly 47 percent of Marion County homes were built before 1960. Paul Ricketts (head of the Marion County Assessors Association): In Marion County, the situation is dire not only in the more well-to-do Northside neighborhoods, but also many homeowners in Lawrence Township with home values of less than $100,000 are hit hard as well. “It could be harder for them, rather than wealthier people, to pay a bill that went from $400 to $800 if they are on a fixed income,” said Ricketts. R. K. Thompson (Indianapolis): I keep reading that season ticket sales for the Colts have declined. Has it occurred to anyone that the increase in property taxes may have priced the Colts out of the market? It did for us. Having lived in several parts of the country over the years, I can assure you that if Indianapolis loses the local pro football team, we will be viewed as a city in decline. Larry Robinson: We found out that the screwups in the county had misappraised a gas station and a shop for a total of $420 million instead of $420 thousand.
