June 21, 2013, Thorntown Utility Service Board Meeting Minutes

"In other business, Town Clerk Tracey Vaughn was present to inform the Board she had received word from Anthem the medical insurance would be going thru several changes before the end of the year and the premiums would be increasing possibly up to one hundred percent. Tracey also asked again if the Board would consider furnishing her medical insurance since the Town dropped their coverage. The Utility Board made no decision on the request."

"In the matter of Town Clerk Tracey Vaughn requesting the utilities cover her under their employees' medical insurance, both members were in agreement to deny her request. As she is not a full time employee of the utilities and they felt it would be unfair to any other part time employee not to offer them the same benefit."

"Town Clerk Tracey Vaughn asked again for the Utilities to cover her health insurance cost at least thru the end of January 2014. Both Board members were still in agreement not to pay for her health insurance."

"The Utility Board attorney, Jeremy Fetty of the Parr Firm was also present. The Utility Board wanted his opinion on the furnishing of health insurance to the Town Clerk, Tracey Vaughn. Mr. Fetty said he was of the opinion Tracey was more of a contractual employee rather than a part time employee for the utilities. As the work she performed was part of the Town Clerk's normal duties and as in years past with previous town clerks, the utilities did provide a monetary benefit as a stipend to their pay. Either way, being a part time employee or a contractual employee, the Utility Board was not required to offer any benefits. Mr. Fetty also stated he thought it would be a bad precedence if they did offer as then they would need to make the same offer to any other part time or contractual employee."
