As demonstrated by the recent campaign contributions accepted by Lebanon Mayor Huck Lewis and County Commissioner Jeff Wolfe, Boone County political campaign contributions can be perfectly legal and perfectly unethical at the same time.
Mayor Lewis accepted a total of $185,333.85 in campaign contributions from January 1, 2010, through April 10, 2015. The mayor’s extravagant campaign fundraising might approach acceptability if his contributing “Friends” were everyday Lebanon citizens. However, itemized direct campaign contributions from the businesses, business political action committees, and business employees who benefit from local government contracts, development subsidies, and tax abatements provided $171,194.00 (or 92%) of the mayor’s total contributions. Every local elected official can arrange just about any time to accept generous campaign contributions from those who have a vested interest in government spending decisions. These deep-pocketed contributors figure they gain to benefit if their campaign contributions give them ready “access” to the elected officials. Even though accepting campaign contributions from businesses, business political action committees, and business employees who benefit from local government contracts, “development friendly” subsidies, and tax abatements is perfectly legal, ethical officeholders resist raising campaign money from contributors who do business with their unit of government.
It has been disturbing that Commissioner Wolfe’s campaign contributions
history is very similar to Mayor Lewis’ campaign contributions history. As
detailed in the following spreadsheet:
(1) All but $300.00 of Commissioner Wolfe’s
$5,925.00 total campaign contributions in 2011 and 2012 were itemized direct
contributions from businesses, business political action committees, and
business employees who want to secure Boone County service contracts;
(2) Commissioner Wolfe's $1,000 campaign contribution in 2015 was from the Friends
of Huck Lewis political committee;
(3) All but $1,025.00 of Commissioner Wolfe’s $5,125.00 total campaign contributions in
2016 were itemized direct
contributions from businesses, business political action committees, and
business employees who want to secure Boone County service contracts or
otherwise profit from business activity.

The Summary Sheet posted below is disturbingly "imprecise" for the
following reasons:
(a) The Reporting Period should be January 1, 2016, through April 8, 2016 - NOT
01/01/2015 through 04/15/2015;
(b) The TOTAL on Line 16 should be $11,060.00 - NOT $10,560.00;
(c) The Treasurer and Candidate signatures are dated 01/14/2014!
NOTE: Candidate Wolfe filed an amended campaign finance report on
April 21, 2016, that corrected some of the "imprecise" entries on the
originally filed campaign finance report Summary Sheet posted below. The amended
Summary Sheet still incorrectly lists the Reporting Period as 01/01/2016 through
04/15/2016 instead of January 1, 2016, through April 8, 2016.
