Everyone has felt the impact of the 20% sales tax increase imposed by Indiana's General Assembly effective December 1, 2002. The sales tax increase from 5% to 6% will cost Hoosier households with a $25,000 income $150 more per year; a household earning $75,000 will pay $230 more.
Many General Assembly members mislead Hoosiers into believing that the sales tax increase would be used to lower homeowner property taxes. But, the real truth is that the General Assembly and Governor, through their betrayal and incompetence, have already laid plans to turn a promised 16.3% homeowner property tax reduction into a 2.6% increase in just four years.
Miscalculation, together with cleverly disguised budget increases by some local governments, are also increasing homeowner property taxes. The table below summarizes how Pay 2003 property tax bills compare to Pay 2002 for the average residence in each county.

Tim Berry (State Treasurer): Public schools, local governments and libraries are borrowing at record levels to make payrolls and pay bills. During the first six months of this year, local governments borrowed $1.34 billion through the Indiana Bond Bank. That's about one-fourth of the more than $5 billion in property taxes the state raises every year. How much higher property tax bills will go as a result won't be known until these short-term, low-interest loans are paid. Interest on the 302 loans taken out as a result is about 1.4 percent. But even that good rate could mean $10 million to $20 million in additional costs for Hoosier taxpayers. (07/30/03 Indianapolis Star)
