Voted YES on House
Bill 1001, which is Taxpayer Friendly because the 2013-15 state budget makes
better use of the existing state Gasoline Tax and state Sales Tax revenues from
gasoline purchases with NO NEW TRANSPORTATION TAX INCREASES to increase
transportation funding for INDOT by 11%, cities and towns by 34%, and counties
by 23%.
Voted YES on House
Bill 1011, which is Taxpayer Friendly because
construction of a costly light rail transportation system cannot be approved by
a new central Indiana transit district before March 14, 2014.
Voted NO on House
Bill 1117, which was Taxpayer UNfriendly because it created the possibility
for a minority of county income tax council members representing a minority of
the county population to impose a county-wide motor vehicle excise surtax and
wheel tax.
Voted YES on House
Bill 1313, which is Taxpayer Friendly because it (1) supports the
establishment of a 2013 interim committee to study local government regulation
of residential leases and (2) prohibits a local government from adopting
regulations for landlord licensing, mandatory landlord classes, and rental
inspection and registration fees until July 1, 2014.

Bill 319, which is Taxpayer Friendly because it prevents a significant shift
of the property tax burden to farm working families by (1) using the current
soil productivity factors until 2015 and (2) requiring the Department of Local
Government Finance to confer with the College of Agriculture of Purdue
University and submit a 2013 interim study committee report on soil productivity
factors.

General Election
1. QUESTION: What are your priorities regarding the 2013-2015 state budget?
ANSWER: My priorities in the 2013-2015 state budget are to provide the citizens
of Indiana the best possible service based on the amount of revenue we have,
staying within the means of our budget. (a) Current
year appropriations should never exceed current year revenues (I
don't think you should ever spend more than you have). (b) If transfers are
necessary to maintain a balanced budget, they should be allowed. (c) I believe a
reserve balance of 5 percent should be maintained for emergency expenditures.
2. QUESTION: Should the non-transportation appropriations from the state’s
Motor Vehicle Highway Account be transferred to the state’s General Fund so
more of our Indiana Gasoline Tax dollars can be properly spent to meet our
transportation needs? ANSWER: Yes, based on
the information you have provided.
3. QUESTION: Should the Automatic Taxpayer Refund law be (a) improved to make
refunds more likely, (b) kept as it is, or (c) eliminated? ANSWER: Based on the
information I have currently, I would likely keep it as it is but if there is an
opportunity to return additional funds to the taxpayers, I would be open to
that.
4. QUESTION: Do you pledge to maintain both the Homestead Standard Deduction and
the Homestead Supplemental Deduction without ANY change? ANSWER: Yes.
5. QUESTION: What is your position regarding township government reform? ANSWER:
I would be supportive of it being on the ballot allowing taxpayers to vote on
the idea of government reform in their own community.
6. QUESTION: What is your position regarding redevelopment commissions
oversight? ANSWER: I feel they should have oversight by the legislative or
fiscal body of the jurisdiction they serve.
7. QUESTION: Do you wish to make some additional comments about your candidacy?
ANSWER: If elected, I will continue to serve the citizens as I have done in my
current and past positions. I believe in doing what is best for the citizens and
promoting business and economic development. I'd like to continue to work to
improve our education system and our road and bridge infrastructure.
Watchdog Indiana Candidate Questions - May 8, 2012,
Primary Election
1. QUESTION: Should the 2013-2015 state budget be balanced where (a) current
year appropriations do not exceed current year revenues, (b) there are no
delayed payments and one-time fund transfers, and (c) a reserves balance of at
least 5% is maintained? ANSWER: I believe the answer is yes to all three
above. It is imperative that we stick to a balanced
budget and keep a limited cash reserve on hand for emergencies.
2. QUESTION: Should the non-transportation appropriations from the state’s
Motor Vehicle Highway Account be transferred to the state’s General Fund so
more of our Indiana Gasoline Tax can be properly spent to meet our
transportation needs? ANSWER: Yes, I believe
that non-transportation appropriations for our Motor Vehicle Highway Account
should go to the state’s General Fund so more or our gas tax can spent on our
state, county and local roads.
3. QUESTION: Should the automatic taxpayer refund be improved, maintained, or
eliminated? ANSWER: I believe the automatic taxpayer refund should be
maintained.
4. QUESTION: Do you pledge to maintain both the Homestead Standard Deduction and
the Homestead Supplemental Deduction without ANY change? ANSWER: I think it is
important that homeowners can continue to count on both the Homestead Standard
Deduction and the Homestead Supplemental Deduction. I think that during this
current economy, no changes should be made.
5. QUESTION: What is your position regarding township government reform? ANSWER:
I believe township government, as well as all government should be evaluated on
its efficiency and service it’s providing to its constituents. Consolidation
of some services should always be open for discussion.
6. QUESTION: What is your position regarding redevelopment commissions
oversight? ANSWER: I feel this should be done by
elected officials who can be held accountable to their constituents.
I also feel that the funds that are committed should be open and transparent to
the public.
7. QUESTION: Do you wish to make some additional comments about your candidacy?
ANSWER: As a current elected official, I have always tried to live within a
balanced budget and continue to evaluate programs to find the most efficient and
effective manner to provide services to the taxpayers.
