I support more local distribution of Lottery (Build Indiana) funds and provide tighter oversight (accountability) on these funds. Exclude “long-term care” from Medicaid programs (make this a voluntary supplemental option)
2. Opinions on Homeowner Property Taxes. The ever-mounting property tax burden requires that we reduce government spending. I will seek out the local “assessment” review and the local inter-governmental summary as it relates to the status to District 7 and its services. I will seek to improve the time line for any future tax changes, developing a consistent more fluent time line of implementation for residential taxpayers. It is time to review the municipality bonds and provide taxpayers referendum opportunities regarding where their property taxes are spent. I will seek to initiate a statewide review of tax abatements and the impact on local property taxes and school funding.

Current issues that are of concern are education, property taxes, business and economic development, healthcare, criminal justice, election concerns, and constitutional concerns. My goal would be to make South Bend’s District 7 the best place to live for all its citizens by providing high quality education, high quality jobs, and a quality of life that is best in the Midwest.

(1) Legislation to use all Lake County casino money ($82 million) to cut the county tax component of your tax bill by 30%. Cities and Towns presently without Casinos receive a pittance from Casino revenue ($4.5 million of the $82 million). (2) Legislation to have the State supply funding for the Lake County welfare property tax component which will further significantly reduce the County property tax component. Require the state cut spending to fund this tax relief. (3) Legislation to cap taxes, cap the tax levy, and cap government spending. Reduce local budgets and reduce the tax levy by local government entities by 7% per year to shrink government spending. (4) Limit and cap the tax increases on residential home owners in any one year. (5) Cap property taxes to a fixed percent (GOAL 1 TO 1.5%) of assessed valuation. (6) Legislation to allow filing retroactively for entitled exemptions and appeals. (7) Legislation to provide adequate tax relief for senior citizens on a fixed income. (8) Legislation to stop companies given tax breaks in HB 1858 from outsourcing jobs. (9) Legislation for the consolidation of government services and provide a fair minimum property tax and fair and equitable user and utility rates to cut taxes. (10) Legislation and a Constitutional amendment to give the State Attorney General jurisdiction to prosecute public corruption and vote fraud anywhere in the state. Current public corruption scandals in Lake County demonstrates the need for legislation to increase prosecution and increase criminal penalties. 1. Guiding Principles for 2005-07 Biennium Budget. My guiding principle on the state budget is to freeze state spending until such time as revenues exceed expenditures and the rainy day fund is replenished. I do not support new taxes or any tax increase although I would consider a revenue neutral restructuring. Specifically, I support an end to the state tax on business inventories and equipment as I believe these are major impediments to job growth and, in the case of the inventory tax, negate our state's natural advantages in warehousing and distribution. If elected, I will fight for a simpler tax structure that includes a revenue neutral plan that includes elimination of estate taxes for individuals. I will vote against spending increases and introduce legislation to require a referendum on increases in local property tax rates.
2. Opinions on Homeowner Property Taxes. The recent uproar over Property Taxes has resulted in calls for replacing the tax with new taxes. I believe a fair property tax is essential for citizens to maintain local control over local needs and local spending. I also believe that any new state taxes will result in increased state spending and loss of local control to the state. For examples look no further than last years 20% sales tax increase, an increase that was to reduce property taxes across the state. If Lake County is any example, the only groups receiving property tax reductions are well connected huge corporations like US Steel and BP Amoco. I do support the 2% cap on property taxes and would support property tax deferral for disabled and senior citizens. I do not support replacing local taxes with state taxes because I believe in local control of local spending without state mandates wherever possible. I believe state funding necessarily causes a loss of local control. 
3. Position on Indianapolis to Evansville Interstate. As stated in Question #1, I believe our state has tremendous opportunity in distribution, warehousing and trucking based on our location and existing infrastructure. I believe construction of an Indianapolis to Evansville interstate would be a boon to this segment of our economy, however funding is an obvious issue given our current budget deficits. A toll road could be a viable option or improvements of existing roads such as Interstate 70, US 41 proposal championed by Kenn Gividen. I would not support general tax increases for the purpose of funding an Evansville - Indianapolis Interstate.
4. Additional Comments. Our state is facing the most serious financial debacle in a decade. Our reserves have been depleted and the budget has been balanced by withholding or delaying payments to our schools and state agencies that need them. Our recent property tax system has created outrage among taxpayers prompting a myriad of proposed fixes by our incumbent politicians. Our state legislature’s response to this crisis was to increase sales taxes by 20% yet few have seen the property tax relief promised in return for this increase. Our problems lie not in the way we are taxed but in the way our government spends. In the midst of the current crisis, our state government has proposed and approved annual spending increases as high as 11% for the fiscal years 2002/2003 through 2004/2005. The incumbent, Don Lehe says he is proud about the increases he has been able to preserve for education and other social services. Hoosier families must live within a budget, sometimes a shrinking budget because of tax increases. We should expect no less of our government. Despite spending increases year after year, our schools are not doing a better job of educating our children, we are not creating jobs in our economy and families in need are not significantly better off in our state. State legislators are currently considering huge increases in their own and other public official’s salaries. I will vote against any salary increase for state legislators and introduce legislation to roll back any increase pushed through before the election. If elected, I will hold the line on state spending in all areas, including education and will look for ways to reduce spending in other areas. Adults in Indiana don’t need the state government as a nanny. I support the rights of individuals to make their own decisions about personal matters. Individuals should not have to fear public confiscation of personal property. If elected, I will also fight for smoker’s rights, protect the right to own and carry firearms and push for decriminalization of marijuana usage for medical reasons. On November 2, don't vote for the same old tax and spend government. Vote Bell for State Representative.

Safeguard property rights: stop abuse/misuse of eminent domain powers; eliminate/reduce raids on private property via direct (property, estate, inventory) taxes; stop raids on pension (TeRF, PERF, etc.) fund reserves.
2. Opinions on Homeowner Property Taxes. All (not just homeowner) property taxes are too high because county governments, local governments, and school boards spend too much money and on the wrong things. There are three (3) areas in which the state government can relieve homeowner property taxes.
First, eliminate the state portion of property taxes. It is a very small percentage of property taxes and it is a small percentage of state revenues. Therefore, it should be easy to lead the way and eliminate the state portion of property taxes. Second, eliminate unfunded mandates forced upon county and local governments. These add untold and hidden costs to these government agencies while not necessarily providing desired benefits. Third, reduce state spending and taxes to provide relief to property tax payers. At over $3,000 per person, state government theft of even $500 per person less would provide immense relief for Hoosier property tax payers. A good outcome for the property tax replacement study commission would have been to recommend cutting excessive state spending in order to put more money in the pockets of  Hoosier citizens and their guests. Additionally, they should have recommended the elimination of unfunded state mandates forced upon the counties and towns. Alas, it was not meant to be. In fact, the name of the commission belies that such goals were probably not even discussed. Their limited way of thinking only resorted in the "discovery" that to replace property taxes, income tax must increase to 8%, sales tax increase to 13%, or some combination thereof. It is sad that they cannot even begin to contemplate eliminating spending and unfunded mandates. As for the Watchdog Indiana property tax deferral program, I am extremely leery when tax proposals begin to single out classes of individuals for special treatment. These types of proposals are exactly what we have now with just in a different class of citizen receiving the benefit. I favor reduction of government spending on non-essential programs to the point where taxes are not burdensome. The 2% annual homeowner property tax cap is a farce. It does not "forgive" the uncollected taxes, it merely displaces it to the remaining homeowners. The remaining taxpayers must pick up the shortfall PLUS pay interest on the state loan that covers the shortfall. Additionally, not all homeowners qualify. The ultimate outcome of any proposed cap is that all taxpayers will eventually bump up against the 2% cap. Then, like state sales tax that began at 0.5% in 1947(?) and are now at 6%, the tax cap will be raised to 2.5%, then 3%, then 4%, and on and on and on. Limiting the amount people pay is not the answer. Limiting the amount that government TAKES is the answer. 
3. Position on Indianapolis to
Evansville Interstate. I am for construction of such a limited-access highway if a (totally) private toll road company funds, develops, and maintains the project. They must be willing to take the risk of such an investment. From my study of the current interstate highway system, I see little to no benefit to the country in establishing a new route. Obviously, it aids those who travel to and from Evansville, but that is about it. All major cities west, southwest, and south of Indianapolis have more direct existing routs than to travel through Evansville. County and local governments should decide and fund road improvements required for their jurisdictions. Under no circumstances should taxes be raised upon anyone or anything to fund such a project.

Therefore, BOTH parties are equally responsible for ever-increasing government spending, regulations, debt, and taxes, not to mention the continual assault on our liberties. This is why I decided to run an an Independent candidate for Indiana State House of Representatives - District 19. It is time for a change. We must focus on excessive government spending. When focusing on taxes, it becomes too easy to fall into the tax shell game trap that has plagued us for as long as I can remember. Until we limit spending, the governments will continue to steal more and  more of out money in ever-increasingly different and burdensome ways. All taxes are paid by people who create goods and services. Since there has been a constant increase in cash flow for many years, the problem is obviously in the amount of spending. It would take a very pressing emergency before I'd support raising any tax. We have chaos in the property tax segment because there was a radical change in collections. Eventually property values and rents will adjust to the change. The elderly and disabled don't have time to wait on the adjustment, so I wouldn't oppose some sort of relief for them. This problem could be solved eventually by using the sale price of the home for it's tax appraisal till the property is sold. This would eliminate the penalty incurred by those who fix up properties, and as people retire they too would have a stable tax burden. There wouldn't be a need for a cap with this type approach.
3. Position on Indianapolis to Evansville Interstate. I haven't seen any studies as to how the road will be financed. I wouldn't object to a toll but I'd like to see some numbers indicating income generation. The new interstate will cause a great deal of trauma no matter where it goes. That trauma was endured by those whose land was taken to build those roads already in existence. The next generation will experience the prosperity that such an endeavor will bring to the southern part of the state. That growth may well generate the income necessary to pay the costs of building the road. For that reason, I believe in the road following a new path, even if that path costs more money.

1. Guiding Principles for 2005-07 Biennium Budget. I have pledged to my district voters that I will not support any tax increase. I also have pledged that I will will help in the effort to identify wasteful items in agency budgets (ALL agencies) and work to eliminate those. Just as a business cannot spend more money than it brings in, so should government operate in the same manner. The state legislature owes it to Indiana citizens to operate responsibly and cut spending, rather than heaping a greater load onto the backs of taxpayers. Let's chip away at the deficit and STOP drawing from dedicated funds to "balance the checkbook."
2. Opinions on Homeowner Property Taxes. This is a big question! I have said I would be in favor of total elimination of property tax, if we were able to devise a revenue-neutral formula for income and sales taxes. In speaking with constituents, the overwhelming majority would support such a move. I do support a deferral program for seniors and the disabled.  Until assessment standards are in place in every county, and a firm method of assessing value is determined, I am opposed to ANY increase in taxes. If we give permission for a 2% annual cap, we'll most certainly SEE a 2% increase. 
3. Position on Indianapolis to Evansville Interstate. While I do believe an interstate extension from Indianapolis to Evansville would be advantageous to the state and the entire region, it is obvious Indiana cannot dedicate the billions of taxpayer dollars necessary (at least at the present time, when we're basically bankrupt) to begin the project - let alone complete it. If all units of government concur that we cannot afford to wait until the state is out of debt before we begin work, then yes, I would support a toll road. Many, many roads and bridges are constructed around the nation and around the world, using a toll-collecting procedure. Should Indiana be any different?  With tolls, as with sales taxes, the users are the ones who pay, without breaking the backs of those who will never use the road.

I am prepared to challenge other legislators to participate in an extensive review of all state agencies, to determine which ones are meeting the needs of our citizens and which ones are not operating effectively and/or efficiently. I'm convinced there is room for massive reform/reorganization of state government. Again, we owe it to the taxpayers to protect their hard-earned dollars and to guarantee a leaner, friendlier government. Obviously, a state with lower taxes will welcome new business and industry and will ensure a greater tax base, keeping taxes lower. As a two-term County Council member, I have long been supportive of a gasoline tax, rather than a wheel tax. A wheel tax is inherently unfair, and I have opposed it on three occasions during my tenure. I would certainly be supportive of a revenue-neutral shift of gasoline sales tax proceeds from the General Fund to road improvements. I support school choice and the use of per-pupil tax dollars moving with the child. My opponent is against school choice and would support elimination of the Charter School Fund in order to fund full-day kindergarten across the board. In addition, my opponent has advocated an increase in taxes for cigarettes, alcohol and gasoline. He also supports a graduated income tax, while I support a flat rate income tax. He supports additional regulation on communications companies, while I support lesser regulation (to enhance competition and ensure lower cost to the consumer). He supports massive additional funding for education, and I advocate holding the line on all expenditures until the state's budget is balanced, as it was in 1996 and '97, when Republicans were in control of the House.

1. Guiding Principles for 2005-07 Biennium Budget. I do not accept the new base level of spending established by legislatures who have no knowledge of balanced budgets (spending plans). I am much more
inclined to review spending plans trimming them to match revenues. The bedrock principle is, "How would this affect Mrs. Crossgrave (my 4th grade teacher) who lives modestly in a small house on South Walnut Street in Muncie on her fixed income from her teacher's pension plan, Social Security, and likely modest savings. (She has been long dead but one does not forget one's good teachers).
2. Opinions on Homeowner Property Taxes
. I don't like homeowner property taxes that are noticed. Indiana property taxes are too high, and they are unfair. They have also long been unconstitutional on account of the political processes involved in them. The current and past Administrations have been incompetent on this matter and neither chamber of the Legislature has much to be proud of with regard to promptly meeting their duty. I am not aware of their actual work product but doubt very much if they will do anything at all about the uncontrolled spending that is our actual problem. The 1851 Constitution makers would likely be astounded that their State now spends nearly 60% of its revenues on what is called, "education". The Libertarian position favors the use of private enterprise. Hillsdale College's Imprimus publication has an interesting article describing how New Zealand took a fresh look and it describes the success they have enjoyed. Tinkering around the edges of a structural deficit won't be sufficient to stop those who desire to consume the property of others. I would favor the Indiana House Ways and Means Committee giving the senior and disabled individuals property tax deferral program a hearing so as to learn more, but caution that any expansion of government always leads to increased spending and any intervention always has unknown consequences, often adverse. What does this program do to restrain those who wish to consume the property of others? As to caps, we have had them in the past and the spenders have always found a way around them. Spending, in Indiana, is driven by bond lawyers, teacher's unions, and those who profit from above market wages during construction. The effort wasted in devising caps would be better spent examining just how one could reduce spending while maintaining essential services.  Take the cost out of things as businesses do. For instance, can we economically afford No-Fault Divorce? Can we afford an ISTEP test that shows no P? (progress) or exit exams for high school seniors that are actually set at dumbed down 9th grade levels? Who are we kidding about these costs?
3. Position on Indianapolis to Evansville Interstate. I would be willing to hold a hearing on the proposed interstate highway but I see no need for it at this time. My thinking is that the State is closer to $2.5 Billions in the red and when you are that deep you ought to stop digging. What is essential to Indiana about this road?  How does spending reduce spending? What will the maintenance costs be?
4. Additional Comments. This election is between a fiscal conservative democrat and a liberally spending democrat. There is no Republican candidate because the district is gerrymandered so that only a democrat can win it. Registered D's amount to 6,300, R's 3,500, I's 4,000. The incumbent's record is one of property owner abuse. He, like the newspaper that endorses him is in favor of nearly any and all tax increases. He is proposing further tax increases on those who have elected him in the past. He is firmly entrenched into the growing of the State at the expense of its citizens. Voters in HD #34 will have a clear choice and Independent voters an opportunity to vote for a fairly independent candidate who will represent them.

1. Guiding Principles for 2005-07 Biennium Budget. The primary guiding principle for the 2005-2007 budget is to take common sense into the line item analysis. We must first begin with estimated state revenues for 2005-2007. At that point we can begin to prioritize state expenditures while looking for ways to cut costs and spend taxpayer money in an intelligent fashion. In creating the list of expenditures we must take every step to make sure that unused tax dollars are returned to hard working Hoosier families in the form of tax relief, tax credits, and overall reduction in tax rates. The job of the State Legislature is to create a lean and efficient governmental budget allowing for what is needed and returning what is not.
2. Opinions on Homeowner Property Taxes. Indiana state property taxes are not only unfair, they are debilitating to hard working tax payers. The recent restructuring has only caused confusion and worsened the problem. The state legislature needs to either eliminate the property tax for primary homeowners or offer a fair alternative to allow persons of lower or fixed income to have significantly reduced or eliminated property tax burdens. I would support studies for more fair forms of revenue and the elimination of the current property tax system. In response to the 2% cap on property tax I would support such a bill but would push harder for a complete elimination and search for a new source of revenue.
3. Position on Indianapolis to Evansville Interstate. At this time the state needs to focus current spending on becoming fiscally responsible and being able to pay for projects that are current. I feel that the I-69 project will bring revenue to state government but the timing is not right. With the Toll tax requirement on I-80 and I-90 still being enforced, local municipalities having to turn to the Bond Bank multiple times in the last few years, and current and past budget deficits Indiana has more to focus on than building an extension to I-69. Let's get our ducks in a row, our budget balanced, and money in the bank to pay for I-69 before we commit to such an expensive project.

1. Guiding Principles for 2005-07 Biennium Budget. A guiding principle will be to establish legislation designed to stimulate job growth and make sure Hoosiers’ hard-earned tax dollars are used efficiently and effectively by state government. One key proposal is the 99 percent spending cap which would limit appropriations to 99 percent of expected revenue. I believe reform is needed in every state agency. This reform needs to be focused on cutting out layers of wasteful spending and streamlining operations to save taxpayer dollars. I oppose tax increases and support tax credit programs.
2. Opinions on Homeowner Property Taxes. The Indiana state property taxes code needs to be reformed or possibly eliminated. The current code is debilitating to hard working taxpayers and those living on fixed income. The recent restructuring has only caused confusion and worsened the issue. I would support studies for less dependence on property tax revenue and the elimination of the current property tax system. I do support the Watchdog Indiana senior and disabled individuals property tax deferral program. In response to the 2% cap on property tax I would support such a bill but would pursue a plan for a complete elimination and search for a new tax revenue structure in our state.
3. Position on Indianapolis to Evansville Interstate. I feel the construction of an interstate from Indianapolis to Evansville is a worthwhile project. However, I
do not support tax increases or a toll road to help build it.  I feel we need to take care of our current fiscal problems before committing to this project. I also believe we need to work harder to receive federal dollars in our state to help free up funds for projects like this.

Record: Voted for the 2004-05 state budget where General Fund and Property Tax Replacement Fund spending totals exceed current revenue totals for the eighth straight year. The 2004-05 state budget also includes Pension Stabilization Fund transfers, which worsen the $8.5 billion shortfall in teacher retirement funds.
