QUESTIONS FOR THE NOVEMBER 5, 2002, GENERAL ELECTION:
1. Information about the tax increases passed by Indiana's General Assembly during the recent special session can be found on the Watchdog Indiana web page http://www.finplaneducation.net/individuals_vs_business_tax_splits.htm. Do you believe state government needs can be met without any more tax and fee increases through at least June 30, 2005?
2. If a last-resort tax or fee increase becomes necessary to solve a problem, would you insist on a revenue-neutral, dollar-for-dollar decrease in another tax or fee?
3. Do you support exempting gasoline sales from the sales tax and increasing the gasoline tax by another 5 cents? Combined with the recently passed 3-cent gasoline tax hike, this would result in a revenue-neutral shift of all gasoline tax proceeds from Indiana's General Fund directly to road improvements.
4. The inventory tax will be eliminated through (1) a phased-in property tax shift to all other types of property through an increased property tax rate and (2) a shift (in those counties choosing to do so) to a tax on the income of individuals through the establishment or increase of a County Economic Development Income Tax (CEDIT). last-resort, tax or fee increase becomes necessary to solve a problem, then I
would insist on a revenue-neutral, dollar-for-dollar
decrease in another tax or fee.
3. I support the revenue-neutral approach of
exempting gasoline sales from the sales tax and increasing the gasoline tax by
another 5 cents, as long as the revenue-neutral shift from the
general fund goes directly to road repair and improvements.
4. I believe that the
inventory tax should be completely eliminated. With it being
eliminated then new business will be able to come to the state and bring new
jobs and money to the Indiana economy.
5. With the tax increases that our current legislation passed with out thinking
in terms of fiscal responsibility it is time for the people to elect
representatives that will work for them and not against them. With the tax
increase more people will be paying more taxes than they may realize. It is
also time to ELECT representatives that CARE about their districts and their

Yes, I believe the current tax law changes by the General Assembly this
spring are sufficient to meet government
needs without any more tax and fee increases through at least June 30, 2005.
As a matter-of-fact I believe we need to lower property, business, and
income taxes to entice companies to relocate to Indiana.
2. If a last-resort tax or fee increase
becomes necessary to solve a problem, I would insist on
a revenue-neutral, dollar-for-dollar decrease in another tax or fee.
In any business or government, there must be a zero net return policy. This
requires that if spending is increased in one area, another area will have to be
reduced.
3. I neither support nor oppose the revenue-neutral approach of exempting
gasoline sales from the sales tax and increasing the gasoline tax by another 5
cents.
4. In order to entice businesses to relocate here and bring much needed jobs,
the inventory tax has to be reduced, and quickly. Counties with casinos should
use part of their casino monies to offset the loss from the elimination of the
inventory tax.

Absolutely no personal income tax increases! Reduce spending by
prioritizing needs and funding those needs with available monies.
2. If a last-resort tax or fee increase
becomes necessary to solve a problem, I would insist on
a revenue-neutral, dollar-for-dollar decrease in another tax or fee.
The key phrase here is "last-resort." Our state administration needs
to learn to live within the means of the people who support it with their tax
dollars and to prioritize spending to improve the quality of life for our
residents.
3. I support the revenue-neutral
approach of exempting gasoline sales from
the sales tax and increasing the gasoline tax by another 5 cents as long
as those receipts are designated for road and street improvements only. We
should also put in place a oversight program to make sure the monies are spent
on quality road improvements.
4. We definitely need to totally
eliminate the inventory tax immediately to improve the economic
climate in our state and provide our citizens with decent wages from the type of
jobs that will come with the creation of new business. First of all cut wasteful government
spending. There is too much discretionary spending allowed. If we hold
the line on spending and recruit new businesses to the state, we will
see an expansion of the corporate and business tax base. The state should then
suffer less of an impact from the loss of revenue from the eliminated inventory
tax. We need to look at the way we administer EDGE credits and also consider low
interest loans to small businesses to help promote the development of new
industry and small businesses.
5. Our state legislators had passed budgets with PLANNED deficits and have now
resorted to trying to repair the budget and do tax reform at the same time. What
this means to the taxpayers in this state is higher taxes without improvement
guaranteed for education, health services, or road improvements, just to name a
few of our needs. The efforts to salvage manufacturing jobs and create new
business in House Bill 1001 (SS) are anemic. There is much more reform
that is going to be needed in next year's budget writing session. I will be a
legislator that uses a revenue neutral approach to set priorities for
spending while looking to promote economic prosperity. The
budget will have to be balanced before I vote to approve. See the Candidate

While our government is already oversized and wasteful, the best that
Republicans and Democrats can do is bicker over whether the government should be
5% more wasteful or 3% more wasteful. I will work to actually reduce wasteful
spending.
2. If a last-resort tax or fee increase
becomes necessary to solve a problem, I would insist on
a revenue-neutral, dollar-for-dollar decrease in another tax or fee.
I believe it is never necessary to increase the burden on the taxpayer to
solve a problem. Our tax structure needs to be regarded as it affects all
taxpayers, instead of using it for selective benefits.
3. I support the revenue-neutral
approach of exempting gasoline sales from
the sales tax and increasing the gasoline tax by another 5 cents. I
support this idea because it does not result in a tax increase. I would rather,
however, like to find a way to maintain Indiana's roads while also decreasing
the sales and gas taxes.
4. A better way to eliminate the inventory tax
is to trim the fat. Establish adequate funding for all
constitutionally mandated programs, and greatly reduce and/or eliminate funding
for all pork-barrel (i.e. "vote buying") projects, period. The plan
recently passed by the General Assembly for a phased-in elimination of the
inventory tax illustrates the fact that Republicans and Democrats are not
willing to reduce our tax burdens. Instead, they simply move taxes around for
the benefit of one and to the detriment of another.

interesting part is that the state's Apartment Owners Association dropped their
lawsuit after the legislation passed because of changes that were made during
the special session. Apparently they were satisfied with the end result but
Adams decided they shouldn't be. In reality he always states, after a vote
against anything, that it didn't do enough for 'the little guy' or some other
small group like the apartment owners." Candidate Adams apparently stated
in The Star Press (Muncie) on August 24 that HB 1001 (SS) did not raise
taxes enough and there will be another tax increase next year. Candidate Adams' vote against HB
1001 (SS) had nothing to do with dissatisfaction about the tax increases. In
other words, he does NOT
favor a revenue-neutral approach where the needs of state government can be met
WITHOUT tax rate and fee increases.

the sales tax on gasoline reduces the number of taxing entities for gasoline
merchants. Gasoline tax receipts also need to go in non-reverting accounts, and
should be designated for road and street projects.

government spending and trim back excessive social entitlements so the inventory
tax can be eliminated. Allow growth and inflation to absorb the
eliminated amounts. Continue restructuring to optimize benfits.

issue before taxpayers. As a Republican candidate, I have been opposed
to any tax increase, but favored the revenue neutral restructuring components of
the bill. My opponent voted for raising taxes at every opportunity in
2002. He also refuses to sign the tax pledge. I have signed a tax pledge through

raise taxes. Revenue-neutral restructuring is permitted, and our state needs to

Yes, state government needs can definitely be
met without any more tax and fee increases through at least June 30, 2005.
The state is already spending at a grossly irresponsible level.
2. If a last-resort tax or fee increase
becomes necessary to solve a problem, I would insist on
a revenue-neutral, dollar-for-dollar decrease in another tax or fee.
As a Libertarian, I would expect a better deal for a Libertarian vote. The
operative word "necessary" does give me the freedom to say yes to this
question, but even on revenue-neutral I see myself as the "Doctor No"
or "Ron Paul" of Indiana.
3. I support the
revenue-neutral approach of exempting gasoline sales from the sales tax and
increasing the gasoline tax by another 5 cents, especially moving the tax
proceeds from Indiana's General Fund to road improvements. I would
also propose a high percentage of the tax (4 of the 5 cents per gallon) should
stay in the county where collected.
4. The inventory
tax can be eliminated by cutting spending. Examples of decreased
spending I would support include the following: eliminate Build Indiana Fund, a
voucher system for school choice, eliminate the new training program for
"special" employees, ease off on criminal laws causing prisons and
jails to be filled with criminals who do not create a victim.

We need to focus on growing Indiana's economy, and we won't have to talk
about another state tax increase. As you know we've been a runaway fiscal train
since the mid 90s. I also believe that tax cuts, or roll back of recently
approved increases, may be possible. I went to the Auditor's office a few months
back and picked up the State reports back to FYE June 30, 1991. From that data I
developed the following analysis of state spending.

5. I advocate moving any business tax that can be viewed as "overhead"
(i.e., independent of profitability) to one that is variable (i.e., linked to
profitability). Any tax that a business incurs when it is not profitable defies
common sense. I am now in my second business startup. In my first venture we
went from $6 million in sales to $53 million in 9 years. It took a tremendous
amount of cash, and we did not see sustainable retained earnings until year five
and beyond. We went from a dozen employees to nearly 170. The impact to the
local economy was very significant. I am now in my 6th year with another new
venture. This one is a family-run business, Doughmakers. We make aluminum
bakeware which we now market into the retail channel. Our track has been similar
to my first company; however, the downturn in the economy has postponed our move
to profitability. We thought 2002 would be the year; but it looks like next year
will be when we finally break through the clouds. Startups are not the only
businesses that struggle. I've been in the aluminum industry since the late 70s,
and that business is very cyclical. It's feast or famine. My position is that we
must not encumber business with a tax on inventory, fixed assets, gross
receipts, or net worth. I believe the vast majority of business people are not
opposed to paying their fair share of taxes provided their companies are
profitable. How to do it? At the Federal level I would tax everything at a flat
20% (or slightly less) - ordinary income, business income (S-corp and LLC
included), and capital gains. At the state level I would move away from the
property tax and aim for a variable tax structure as well. This would mean a
revenue-neutral swap for a higher sales tax and a higher income tax. I would
support a higher tax-free threshhold for low-income families and seniors than
what Indiana presently has. Beyond that, we all pay the same rate at the state
level (similar to the Fed flat tax model). I do not believe a National Sales Tax
will prevail as a total substitute to an income tax, but it could. Certainly it
has some tremendous aspects. One thing for sure, the approaching tidal wave of
baby boomers will have to be appeased by whatever solutions we employ. See the Candidate

My philosophy is that state government "needs" only enough to protect
our basic rights in ways that can't be handled by local governments, or
individuals; the same applies to consensual provision for a narrowly defined
public good. All other programs and agencies should be responsibly eliminated.
2. If a last-resort tax or fee increase
becomes necessary to solve a problem, I would insist on
a revenue-neutral, dollar-for-dollar decrease in another tax or fee.
I would never vote for an increase in overall state spending. The state's
spending increased by 48% in six years; I'm for dramatic rollbacks in spending.
3. I could support the revenue-neutral
approach of exempting gasoline sales from the sales tax and increasing the
gasoline tax by another 5 cents. I strongly approve of the
implementation of ways to directly connect government services with proportional
payment by those using the service.
4. Libertarian economist Cecil Bohanon, of Ball State University, proposed a
plan that would yield twice what the governor's originally proposed tax
increases would provide. If someone wants to cut spending, there are plenty of
ways to do it. The personal property tax should be eliminated. Cutting
government operations, and revamping education, are two special areas of need.
The "Build Indiana Fund" should be fed directly to the General Fund.

1. I certainly believe that state government
needs can be met without any more tax increases through at least June
30, 2005. There is much fat in every budget that needs to be cut. As an example,
in the city of Shelbyville our parks director proposed , in her budget, a
$68,000 shelter house! Needless to say that item was cut.
2. If a last-resort tax increase becomes
necessary to solve a problem, I would insist on a
revenue-neutral, dollar-for-dollar decrease in another tax.
3. I would support exempting gasoline from the sales tax. People who are on our
roads and highways everyday should bear the brunt of paying for them.
4. I most definitely support the elimination of
the inventory tax. I've always thought the sales
tax is the fairest kind of tax, although, in this case, since we're
trying to promote business interests, I think the proposed plan might be best
where there is a phased-in shift of the inventory tax
to (1) all other types of property through an increased property tax rate and
(2) a tax on the income of individuals (in those counties choosing to
do so) through the establishment or increase of a County Economic Development
Income Tax (CEDIT).

spending to 1998 levels, and then enacting a spending cap that prohibits
spending increases greater than inflation and population growth.

eliminate the inventory tax would be to reduce spending. The
state is wasting much money under the guise of "economic development"
and "job training". Neither of these are the responsibility of
government, and neither of these can government do well or efficiently.
State efforts in these areas end up costing more than they ultimately produce.
Leave it to the private sector.
5. I am running for Indiana House of Representatives in Dist. 60 as a
Libertarian. The two main issues of my campaign are SCHOOL CHOICE and a STATE
SPENDING CAP. A family of 3 children that takes it upon themselves
to educate their children in a non-government school saves taxpayers nearly a
third of a million dollars over grades K-12. However, only the wealthy can
currently afford the unfair penalty of having to pay twice (once in tuition and
again in taxes) for education. I think families that pay for their own
education should receive a tax credit (either property tax or income tax).
This would expand school choice to more Hoosier families and result in an
improvement in all schools as competition is introduced. A state spending
cap is the only way to reign in out of control state spending, which has
quadrupled since 1980. Indiana used to make do with a 2% sales tax, less
than 2% income tax, and no gambling money - what has changed that now our sales
tax must be tripled, and our income tax more than doubled? The problem is
overspending and too much government expansion. See the Candidate

1-2. It's hard to see into the future. Before I would consider new tax or fee increases
through at least 2005, I would need to be convinced. I would need to see a
careful analysis and impact statement. However, I can say that we can't continue
to spend at a rate of 6.8% if revenues increase at the rate of 4.2%. My platform
includes the following statements: I support a policy that requires a
cost-benefit analysis to justify expenditures, I support annual reviews of
programs to see if their continuation is warranted based on objectives met and
level of need, I support a more efficient government that eliminates
duplication, uses good cash flow management, and used modern technology.

resorting to tax increases,
just as we the tax payers must satisfy our budget within our means.
This would mean decreasing
spending. There are
many painless ways to do so: privatization; reform of drug law violation standards (release of non
violent drug offenders - the state constitution mandates in section 1 article 18
that the penal code must be reformative not vindictive - this is nowhere more
ignored than with drug laws - incarceration
of drug users is anything but reformative and VERY expensive - over $78,000 per
inmate per year if cost of police, courts and processing is included -
outpatient drug treatment costs about $4,000 per patient per year...we could
save about $600 million per year with this simple maneuver alone).
2. If a last-resort tax or fee increase
becomes necessary to solve a problem, I absolutely would insist on
a revenue-neutral, dollar-for-dollar decrease in another tax or fee.
If anything we should be decreasing the state spending.
Our legislature squandered a more than $2 billion surplus in the last two
years. They obviously cannot be
trusted with so much money. We
cannot afford to continue a "tax and spend" headlong march into
bankruptcy.

5. I am against any type of property tax because this type of tax does not
take into account whether the person being taxed has any income or not. I
have been out knocking on doors and talking to too many elderly people on fixed
income that are struggling to keep up with their property tax. This also
applies to people that have been laid off, that own a business that is
struggling, etc., etc. The state gaining revenue off these people is

Yes, state government needs CAN be met without
any more tax and fee increases through at least June 30, 2005, IF
important steps are taken to strengthen Indiana's economy and IF legislators
look honestly at places to decrease state spending. I
will NOT support ANY tax or fee increases.
2. If a last-resort tax or fee increase
becomes necessary to solve a problem, I would have to understand why it is
"necessary" before voting for it. New taxes, even those accompanied by
a revenue-neutral dollar-for-dollar decrease in another tax or fee, typically
punish some hard working individual or some aspect of Indiana's economy.
3. I WOULD support the revenue-neutral
approach of exempting gasoline sales from
the sales tax and increasing the gasoline tax by another 5 cents. This
action would be a revenue-neutral shift of how taxes are accounted.
4. I support the
long over-due abolition of the inventory tax. I
cannot, however, propose a better way to do it at this time. In 1996, as part of
his campaign for the presidency, Richard Lugar called for the abolition of
income taxes through the establishment of a consumption tax. As an employee of
his, I supported his candidacy and his call for the abolishment of income taxes.
In fact, his proposal would have excluded food, medicine, primary housing,
education, and retirement investments from the consumption tax. I believe such a
tax is one of the most equitable forms of taxation. HOWEVER, a sizeable surplus
is necessary for the transition. As the Indiana State Legislature this past
spring moved Indiana's revenue stream into a more volatile area (less dependent
on property tax, more dependent on sales taxes) it failed to account for the
fact that the state's once-vaunted $2.4 billion dollar surplus no longer exists,
and the "Rainy-Day Fund" is practically gone. The state has no cushion
for the inevitable and turbulent nature of sales- and income-based revenue.
5. My candidacy is a response to the failure of Winfield Moses, in particular,
to provide meaningful leadership. Indiana has plummeted from 6th to 50th of US
states in job creation. Indiana ranks dead-last in economic momentum. Indiana is
first in bankruptcies and home-foreclosures. Who suffers the most? Not our state
legislators. Those who have taken the brunt of Indiana's economic fall are
Indiana families. Too many Hoosier Moms and Dads, working harder than ever, are
now the target of what the Fort Wayne Journal Gazette calls "The most
comprehensive tax increase in state history." I have four young children.
In the context of our current leadership, I fear for their future. I
am an architect--trained to use logic and common-sense to solve problems.
As a fiscal conservative, I believe the brightest future of Indiana is one where
our men and women can work, be productive, and take care of their families; a
future where our state government lives within its
means; and a future where Hoosier values are reflected in the way our
state is managed. My "Campaign for Indiana" is comprised of major
initiatives to address five areas of Indiana's culture--some of which overlap. First:
Indiana must generate good-paying jobs. Second: Indiana must BALANCE its budget!
Third: Indiana must improve education for its children. Fourth: Indiana must be

believe that state government needs can be met without
any more tax and fee increases through at least June 30, 2005, I
believe that the governor has not yet made a serious effort to cut the size of
state government.

tax or fee increase becomes necessary to solve a problem, I absolutely
would insist on
a revenue-neutral, dollar-for-dollar decrease in another tax or fee.
The General Assembly did a relatively poor job of restructuring during the
special session. I would give the General Assembly a "B" on business
tax restructuring, and an "F" on tax restructuring for homeowners.

20% gas tax increase (from 15 to 18 cents per gallon) effective
01/01/03. RESPONSE:I opposed the 3-cent increase in the gasoline tax
passed by the General Assembly in the special session. I have also tried
repeatedly to remove the sale tax on water. You pay sales tax on water
from your kitchen tap, but pay no sales tax on bottled water at the grocery.
Why is that?
4. VOTING RECORD: Special session vote AGAINST a
phased-in shift of the inventory tax to (1) all other types of property through
an increased property tax rate and (2) a tax on the income of individuals
(in those counties choosing to do so) through the establishment or increase of a
County Economic Development Income Tax (CEDIT). RESPONSE: Cut government
spending to make room for a quicker inventory tax elimination. As a last
resort you could spread the sales tax to a broader base.
5. I have worked
tirelessly to not just limit, but reduce the size of state government and the
burden it places on taxpayers. I call your attention to two op-ed pieces I wrote
for The Indianapolis Star 5/12/02 and 8/2/02 about leadership and taxes.
I am also the legislator that led the charge in 1997 to
eliminate the state inheritance tax for half of all Hoosier estates.
My record speaks for itself. Eliminate unfair taxes, shift to a
consumption-based system. Cut the size of state government. The
people know far better how to spend their money than the government. See

1. Yes, state government

least June 30, 2005. I have reviewed the state budget, and found that returning
the state budget to 1996 levels can easily be done. This can be done
without a cut in education spending or state services, and would actually
result in a tax decrease.
2. If a last-resort tax or fee increase
becomes necessary to solve a problem, I would absolutely insist
on a revenue-neutral, dollar-for-dollar decrease in another tax or
fee. During these difficult economic times, or any time for that matter, the
legislature should take every possible step to ensure that working Hoosiers will
not have to spend an extra cent to support state government. It only makes sense
that if one area of the state government needs extra funding, that another area
will have to be cut to balance out the revenue.
3. I support the revenue-neutral
approach of exempting gasoline sales from
the sales tax and increasing the gasoline tax by another 5 cents.
4. I would like to see the inventory tax and current property tax system
replaced with 4-tiered system that taxes property based solely on a square
footage system. Property would be classified as one of 4 types - residential,
commercial, industrial, or agricultural. The tax rate would then be uniform for
every building within a classification. This system eliminates subjective taxing
systems, and does not punish companies for having inventory and machinery. Noted
economists from Ball State and Indiana Wesleyan have reviewed this plan, and
have said that it would not only work, but would also be much more fair for
taxpayers. This plan would be at worst revenue neutral, and may actually result
in a tax cut.
5. I look forward to serving the residents of Indianapolis's Southside and
Downtown. I would also like to point out that while I want to eliminate property
taxes for elderly Hoosiers, my opponent (who is generally a nice man) opposes
these and other property tax cuts (HB
1651-3 Turner Amendment (Roll Call 371)). Currently, I am running a very

Government should never do for people things people can and should do for
themselves. By eliminating all so-called "essential" programs that
violate that rule, and by eliminating the bureaucratic payroll that goes with
those programs, we don't even need the recent tax hikes.

Taxes on gasoline should never have been part of the state's General Fund, but
should have been reserved exclusively for highway and road maintenance and
improvements. I support any and every reduction or elimination.
4. The best way to cut
or eliminate any tax, including the inventory
tax, is to reduce or eliminate government
programs. Example: We don't need license branches at all. License
plates and titles can be handled in the private sector by banks, auto dealers,
insurance agencies, etc. Driver tests can be administered by driving schools.
5. I oppose any and all income taxes, and I am not revenue neutral. I
intend to reduce revenues by reducing the size, scope, and extent of government
drastically, and by reducing taxes accordingly. Example: Federal aid to
education - The cost of payrolls for the people required to process compliance
paperwork nearly equals the amount of monetary aid we receive from the federal
government. I support a resolution to get the feds to adhere to the U.S.
Constitution and get out of the education process, which has been reserved to

a revenue-neutral, dollar-for-dollar decrease in another tax or fee.

revenue-neutral approach of exempting gasoline sales from the sales tax and
increasing the gasoline tax by another 5 cents. I
generally do not favor increasing the gasoline tax.
4. The inventory tax should be eliminated immediately. There are creative
ways to do this. Indiana may want to look at what the other surrounding
states have done to accomplish this same goal.

do not support HB 1001 (SS) as passed by the General Assembly for the same
reason. I also do not support a personal income tax increase of any type. I
would only support a sales tax increase if property taxes were lowered or
restructured to achieve a revenue-neutral result. My example to illustrate
the sales tax-property tax trade-off is this: a one cent increase in sales tax
generates about $850 million in revenue; taking 50% of the school funding burden
off property taxes, reduces revenue about $850 million.

1. Unquestionably
yes, Indiana state government needs can be met without
any new tax or fee increases through at least 2005! All
legitimate expenses of government could be met on a shoestring compared to
current expenditures.
2. Absolutely, if a last-resort tax
or fee increase becomes necessary to solve a problem, I
would insist on a revenue-neutral,
dollar-for-dollar decrease in another tax or fee. My
policy if elected would be: on every issue, every time vote against anything
that would make government more expensive. If
more money must be spent we need to cut costs elsewhere.
3. Exempting gasoline sales from the
sales tax and increasing the gasoline tax by another 5 cents is
a good idea because (1) it doesn't increase the tax burden and (2) Libertarians
believe that taxes should be eliminated and replaced with user fees. The
above would be a good start in that direction; those
using the roads are the ones paying for upkeep.
4. To
be honest, I would have to do more research to find a
better way to eliminate the inventory tax.
But overall, I am always in favor of going the route with the lowest overall tax
burden.
5. I
believe government has gotten too big, too intrusive, and especially too
expensive! I want to put an end to the out of control spending of
politicians. I believe taxation is theft. Please see my in depth

will increase revenues $1.7782 billion from July 1, 2002, through June 30, 2005.

NOTE: Until Candidate Lutz voted against
House Bill 1001 (SS) at the conclusion of the General Assembly special session,
his rating was consistently Taxpayer UNfriendly.
All his 2002 tax votes in the regular session were for tax increases. There is
every indication that his final vote against HB 1001 (SS) had nothing to do with
the fact that it was not revenue neutral. In other words, he does
NOT favor a revenue-neutral approach where
the needs of state government can be met WITHOUT tax rate and fee increases.
