(The Candidate Questionnaire for the Governor candidates is at the end of this web page.)

NOTE: Indiana General Assembly Candidates are listed below by District Number. You need your State Representative and State Senator District Numbers to locate candidates for the general election this November 2. You can go to Project Vote Smart at http://www.vote-smart.org/index.htm to find the District Numbers for your State Representative and State Senator. You can also go to Who's Your Legislator? at http://www.in.gov/apps/sos/legislator/search/ to find your Indiana House and Indiana Senate District Numbers.

Information from the following Candidate Questionnaire, together with the Legislative Voting Record and other information sources (such as public comments during legislative sessions, campaign platform statements, the Candidate Questionnaire for the May 4, 2004, Primary Election, the Candidate Questionnaire for the November 5, 2002 General Election, and the Candidate Questionnaire for the May 7, 2002, Primary Election), have been used to rate each of the Governor and General Assembly candidates in the November 2 general election as either Taxpayer Friendly, Uncertain, or Taxpayer UNfriendly.

Candidate Questionnaire for the November 2, 2004, General Election:

1. What will be your guiding principles for the 2005-2007 biennium budget? Specifically, what mix of spending cuts, tax increases, and/or reserve depletions will you support? (Background: see the Indiana State Finances web page at http://www.finplaneducation.net/indiana_cash_flow_data.htm for information on how total state expenditures exceed current revenues every year from 1999 through 2005).

2. What are your opinions regarding homeowner property taxes? Specifically, what would be a good outcome for the property tax replacement study commission currently studying the elimination of property taxes and alternative sources of revenue? Do you support the Watchdog Indiana senior and disabled individuals property tax deferral program (http://www.finplaneducation.net/property_tax_deferral_program.htm)? What is your position on a 2% annual homeowner property tax cap and how would you argue for, or against, those supporting a cap of 1% to 1.5% of the market value of homeowner property?

3. What is your position regarding the construction of an interstate from Indianapolis to Evansville? Specifically, do you favor tax increases and/or toll roads to help build any such interstate?

1. Guiding Principles for 2005-07 Biennium Budget. I will carefully and completely review the current budget. I support more local distribution of Lottery (Build Indiana) funds and provide tighter oversight (accountability) on these funds. Exclude “long-term care” from Medicaid programs (make this a voluntary supplemental option)
2. Opinions on Homeowner Property Taxes. The ever-mounting property tax burden requires that we reduce government spending. I will seek out the local “assessment” review and the local inter-governmental summary as it relates to the status to District 7 and its services. I will seek to improve the time line for any future tax changes, developing a consistent more fluent time line of implementation for residential taxpayers. It is time to review the municipality bonds and provide taxpayers referendum opportunities regarding where their property taxes are spent. I will seek to initiate a statewide review of tax abatements and the impact on local property taxes and school funding.
3. Position on Indianapolis to Evansville Interstate. DID NOT RESPOND.
4. Additional Comments. I support less Government/State Control and more local control. Current issues that are of concern are education, property taxes, business and economic development, healthcare, criminal justice, election concerns, and constitutional concerns. These issues and their focuses could change based on the ongoing legislative works in progress. I am open and consider factual, data driven reasons that may be contrary to my positions. My goal would be to make South Bend’s District 7 the best place to live for all its citizens by providing high quality education, high quality jobs, and a quality of life that is best in the Midwest.

1. Guiding Principles for 2005-07 Biennium Budget. Cut the cost of prescription medications. Cut the cost of a college education. Oppose any and all new taxes. Cut insurance costs for individuals and business. Promote economic development and new jobs. Support small business, manufacturing, and leading edge technology incubators. No "special deals" for "special interest people." Stop raiding teacher's pension funds and improve schools.
2. Opinions on Homeowner Property Taxes. I have an eleven point Tax Relief Legislation Plan to reduce property taxes and and stimulate economic development in Lake County. (1) Legislation to use all Lake County casino money ($82 million) to cut the county tax component of your tax bill by 30%. Cities and Towns presently without Casinos receive a pittance from Casino revenue ($4.5 million of the $82 million). (2) Legislation to have the State supply funding for the Lake County welfare property tax component which will further significantly reduce the County property tax component. Require the state cut spending to fund this tax relief. (3) Legislation to cap taxes, cap the tax levy, and cap government spending. Reduce local budgets and reduce the tax levy by local government entities by 7% per year to shrink government spending. (4) Limit and cap the tax increases on residential home owners in any one year. (5) Cap property taxes to a fixed percent (GOAL 1 TO 1.5%) of assessed valuation. (6) Legislation to allow filing retroactively for entitled exemptions and appeals. (7) Legislation to provide adequate tax relief for senior citizens on a fixed income. (8) Legislation to stop companies given tax breaks in HB 1858 from outsourcing jobs. (9) Legislation for the consolidation of government services and provide a fair minimum property tax and fair and equitable user and utility rates to cut taxes. (10) Legislation and a Constitutional amendment to give the State Attorney General jurisdiction to prosecute public corruption and vote fraud anywhere in the state. Current public corruption scandals in Lake County demonstrates the need for legislation to increase prosecution and increase criminal penalties. (11) Provide a payment plan for taxpayers who are unable to pay their tax bills on time.
3. Position on Indianapolis to Evansville Interstate. I favor no tax increases. I favor a small amount of "seed" money to get the project going, but require tax cuts to make up the amount.
4. Additional Comments. I am troubled by the tax burden being placed on the working families of this district. The current legislators in Indianapolis knew we were going to be hit hard by the property tax reassessment and they did nothing about it. In fact, it wasn't until we, the concerned citizens of this community, started asking questions that the administration even began to act upon this important issue, all after the fact. This is why it is critical we elect competent leaders for the State Representative position. The time has come to put new leadership in charge at the State House. We need a Representative who will stand up for Hoosier families, not the special interest groups. I look forward to a spirited campaign and earning your vote!

1. Guiding Principles for 2005-07 Biennium Budget. My guiding principle on the state budget is to freeze state spending until such time as revenues exceed expenditures and the rainy day fund is replenished. I do not support new taxes or any tax increase although I would consider a revenue neutral restructuring. Specifically, I support an end to the state tax on business inventories and equipment as I believe these are major impediments to job growth and, in the case of the inventory tax, negate our state's natural advantages in warehousing and distribution. If elected, I will fight for a simpler tax structure that includes a revenue neutral plan that includes elimination of estate taxes for individuals. I will vote against spending increases and introduce legislation to require a referendum on increases in local property tax rates.
2. Opinions on Homeowner Property Taxes. The recent uproar over Property Taxes has resulted in calls for replacing the tax with new taxes. I believe a fair property tax is essential for citizens to maintain local control over local needs and local spending. I also believe that any new state taxes will result in increased state spending and loss of local control to the state. For examples look no further than last years 20% sales tax increase, an increase that was to reduce property taxes across the state. If Lake County is any example, the only groups receiving property tax reductions are well connected huge corporations like US Steel and BP Amoco. I do support the 2% cap on property taxes and would support property tax deferral for disabled and senior citizens. I do not support replacing local taxes with state taxes because I believe in local control of local spending without state mandates wherever possible. I believe state funding necessarily causes a loss of local control.
3. Position on Indianapolis to Evansville Interstate. As stated in Question #1, I believe our state has tremendous opportunity in distribution, warehousing and trucking based on our location and existing infrastructure. I believe construction of an Indianapolis to Evansville interstate would be a boon to this segment of our economy, however funding is an obvious issue given our current budget deficits. A toll road could be a viable option or improvements of existing roads such as Interstate 70, US 41 proposal championed by Kenn Gividen. I would not support general tax increases for the purpose of funding an Evansville - Indianapolis Interstate.
4. Additional Comments. Our state is facing the most serious financial debacle in a decade. Our reserves have been depleted and the budget has been balanced by withholding or delaying payments to our schools and state agencies that need them. Our recent property tax system has created outrage among taxpayers prompting a myriad of proposed fixes by our incumbent politicians. Our state legislature’s response to this crisis was to increase sales taxes by 20% yet few have seen the property tax relief promised in return for this increase. Our problems lie not in the way we are taxed but in the way our government spends. In the midst of the current crisis, our state government has proposed and approved annual spending increases as high as 11% for the fiscal years 2002/2003 through 2004/2005. The incumbent, Don Lehe says he is proud about the increases he has been able to preserve for education and other social services. Hoosier families must live within a budget, sometimes a shrinking budget because of tax increases. We should expect no less of our government. Despite spending increases year after year, our schools are not doing a better job of educating our children, we are not creating jobs in our economy and families in need are not significantly better off in our state. State legislators are currently considering huge increases in their own and other public official’s salaries. I will vote against any salary increase for state legislators and introduce legislation to roll back any increase pushed through before the election. If elected, I will hold the line on state spending in all areas, including education and will look for ways to reduce spending in other areas. Adults in Indiana don’t need the state government as a nanny. I support the rights of individuals to make their own decisions about personal matters. Individuals should not have to fear public confiscation of personal property. If elected, I will also fight for smoker’s rights, protect the right to own and carry firearms and push for decriminalization of marijuana usage for medical reasons. On November 2, don't vote for the same old tax and spend government. Vote Bell for State Representative.

1. Guiding Principles for 2005-07 Biennium Budget. Eliminate/reduce wasteful spending: eliminate corporate welfare; eliminate or reduce nonessential government programs. Stop all new taxes/tax increases: period; end of sentence; nothing left to be said. Eliminate/reduce existing state taxes: eliminate state portion of property taxes; eliminate, today, business inventory tax; eliminate inheritance tax; eliminate insurance tax; eliminate alcohol tax; eliminate "other" taxes; reduce state sales tax to five percent (5%); reduce fines and penalties. Reduce state regulations: a huge cause of excess state spending; eliminate unfunded mandates placed upon counties and local governments. Protect lives. Restore lost liberties. Safeguard property rights: stop abuse/misuse of eminent domain powers; eliminate/reduce raids on private property via direct (property, estate, inventory) taxes; stop raids on pension (TeRF, PERF, etc.) fund reserves.
2. Opinions on Homeowner Property Taxes. All (not just homeowner) property taxes are too high because county governments, local governments, and school boards spend too much money and on the wrong things. There are three (3) areas in which the state government can relieve homeowner property taxes.
First, eliminate the state portion of property taxes. It is a very small percentage of property taxes and it is a small percentage of state revenues. Therefore, it should be easy to lead the way and eliminate the state portion of property taxes. Second, eliminate unfunded mandates forced upon county and local governments. These add untold and hidden costs to these government agencies while not necessarily providing desired benefits. Third, reduce state spending and taxes to provide relief to property tax payers. At over $3,000 per person, state government theft of even $500 per person less would provide immense relief for Hoosier property tax payers. A good outcome for the property tax replacement study commission would have been to recommend cutting excessive state spending in order to put more money in the pockets of  Hoosier citizens and their guests. Additionally, they should have recommended the elimination of unfunded state mandates forced upon the counties and towns. Alas, it was not meant to be. In fact, the name of the commission belies that such goals were probably not even discussed. Their limited way of thinking only resorted in the "discovery" that to replace property taxes, income tax must increase to 8%, sales tax increase to 13%, or some combination thereof. It is sad that they cannot even begin to contemplate eliminating spending and unfunded mandates. As for the Watchdog Indiana property tax deferral program, I am extremely leery when tax proposals begin to single out classes of individuals for special treatment. These types of proposals are exactly what we have now with just in a different class of citizen receiving the benefit. I favor reduction of government spending on non-essential programs to the point where taxes are not burdensome. The 2% annual homeowner property tax cap is a farce. It does not "forgive" the uncollected taxes, it merely displaces it to the remaining homeowners. The remaining taxpayers must pick up the shortfall PLUS pay interest on the state loan that covers the shortfall. Additionally, not all homeowners qualify. The ultimate outcome of any proposed cap is that all taxpayers will eventually bump up against the 2% cap. Then, like state sales tax that began at 0.5% in 1947(?) and are now at 6%, the tax cap will be raised to 2.5%, then 3%, then 4%, and on and on and on. Limiting the amount people pay is not the answer. Limiting the amount that government TAKES is the answer.
3. Position on Indianapolis to
Evansville Interstate. I am for construction of such a limited-access highway if a (totally) private toll road company funds, develops, and maintains the project. They must be willing to take the risk of such an investment. From my study of the current interstate highway system, I see little to no benefit to the country in establishing a new route. Obviously, it aids those who travel to and from Evansville, but that is about it. All major cities west, southwest, and south of Indianapolis have more direct existing routs than to travel through Evansville. County and local governments should decide and fund road improvements required for their jurisdictions. Under no circumstances should taxes be raised upon anyone or anything to fund such a project.
4.
Additional Comments. Republicans control the Indiana Senate. Democrats control the Indiana House. Therefore, BOTH parties are equally responsible for ever-increasing government spending, regulations, debt, and taxes, not to mention the continual assault on our liberties. This is why I decided to run an an Independent candidate for Indiana State House of Representatives - District 19. It is time for a change. We must focus on excessive government spending. When focusing on taxes, it becomes too easy to fall into the tax shell game trap that has plagued us for as long as I can remember. Until we limit spending, the governments will continue to steal more and  more of out money in ever-increasingly different and burdensome ways. 1-2. Guiding Principles for 2005-07 Biennium Budget and Opinions on Homeowner Property Taxes. The method of collecting taxes isn't the problem. All taxes are paid by people who create goods and services. Since there has been a constant increase in cash flow for many years, the problem is obviously in the amount of spending. It would take a very pressing emergency before I'd support raising any tax. We have chaos in the property tax segment because there was a radical change in collections. Eventually property values and rents will adjust to the change. The elderly and disabled don't have time to wait on the adjustment, so I wouldn't oppose some sort of relief for them. This problem could be solved eventually by using the sale price of the home for it's tax appraisal till the property is sold. This would eliminate the penalty incurred by those who fix up properties, and as people retire they too would have a stable tax burden. There wouldn't be a need for a cap with this type approach.
3. Position on Indianapolis to Evansville Interstate. I haven't seen any studies as to how the road will be financed. I wouldn't object to a toll but I'd like to see some numbers indicating income generation. The new interstate will cause a great deal of trauma no matter where it goes. That trauma was endured by those whose land was taken to build those roads already in existence. The next generation will experience the prosperity that such an endeavor will bring to the southern part of the state. That growth may well generate the income necessary to pay the costs of building the road. For that reason, I believe in the road following a new path, even if that path costs more money.
4. Additional Comments. I obviously have E-mail at dk4man@aol.com.

1. Guiding Principles for 2005-07 Biennium Budget. I have pledged to my district voters that I will not support any tax increase. I also have pledged that I will will help in the effort to identify wasteful items in agency budgets (ALL agencies) and work to eliminate those. Just as a business cannot spend more money than it brings in, so should government operate in the same manner. The state legislature owes it to Indiana citizens to operate responsibly and cut spending, rather than heaping a greater load onto the backs of taxpayers. Let's chip away at the deficit and STOP drawing from dedicated funds to "balance the checkbook."
2. Opinions on Homeowner Property Taxes. This is a big question! I have said I would be in favor of total elimination of property tax, if we were able to devise a revenue-neutral formula for income and sales taxes. In speaking with constituents, the overwhelming majority would support such a move. I do support a deferral program for seniors and the disabled.  Until assessment standards are in place in every county, and a firm method of assessing value is determined, I am opposed to ANY increase in taxes. If we give permission for a 2% annual cap, we'll most certainly SEE a 2% increase.
3. Position on Indianapolis to Evansville Interstate. While I do believe an interstate extension from Indianapolis to Evansville would be advantageous to the state and the entire region, it is obvious Indiana cannot dedicate the billions of taxpayer dollars necessary (at least at the present time, when we're basically bankrupt) to begin the project - let alone complete it. If all units of government concur that we cannot afford to wait until the state is out of debt before we begin work, then yes, I would support a toll road. Many, many roads and bridges are constructed around the nation and around the world, using a toll-collecting procedure. Should Indiana be any different?  With tolls, as with sales taxes, the users are the ones who pay, without breaking the backs of those who will never use the road.
4.
Additional Comments. I am prepared to challenge other legislators to participate in an extensive review of all state agencies, to determine which ones are meeting the needs of our citizens and which ones are not operating effectively and/or efficiently. I'm convinced there is room for massive reform/reorganization of state government. Again, we owe it to the taxpayers to protect their hard-earned dollars and to guarantee a leaner, friendlier government. Obviously, a state with lower taxes will welcome new business and industry and will ensure a greater tax base, keeping taxes lower. As a two-term County Council member, I have long been supportive of a gasoline tax, rather than a wheel tax. A wheel tax is inherently unfair, and I have opposed it on three occasions during my tenure. I would certainly be supportive of a revenue-neutral shift of gasoline sales tax proceeds from the General Fund to road improvements. I support school choice and the use of per-pupil tax dollars moving with the child. My opponent is against school choice and would support elimination of the Charter School Fund in order to fund full-day kindergarten across the board. In addition, my opponent has advocated an increase in taxes for cigarettes, alcohol and gasoline. He also supports a graduated income tax, while I support a flat rate income tax. He supports additional regulation on communications companies, while I support lesser regulation (to enhance competition and ensure lower cost to the consumer). He supports massive additional funding for education, and I advocate holding the line on all expenditures until the state's budget is balanced, as it was in 1996 and '97, when Republicans were in control of the House.

1. Guiding Principles for 2005-07 Biennium Budget. Only as a last resort would I be inclined to support tax increases. I am reluctant to use retirement funds again for current needs. State spending should be held flat and maybe some areas could be cut. Record: Voted AGAINST the 2004-05 state budget where General Fund and Property Tax Replacement Fund spending totals exceed current revenue totals for the eighth straight year. The 2004-05 state budget also includes Pension Stabilization Fund transfers, which worsen the $8.5 billion shortfall in teacher retirement funds.
2. Opinions on Homeowner Property Taxes. I would like to find a way to move toward eliminating or significantly reducing the property tax by replacing it with a system based on the ability to pay. I am considering replacement revenue sources such as sales tax, income tax, and fee increases. I will author a bill during the next General Assembly session for the retired and disabled individuals property tax deferral program. I am opposed to property tax caps. Record: Voted AGAINST the 2004-05 state budget where the property tax relief promised to homeowners in the 2002 special session was reduced by the so-called Homestead Credit "correction."
3. Position on Indianapolis to Evansville Interstate. I want an interstate route to be chosen that will maximize the use of taxpayer dollars to create economic development. I do not favor tax increases to build the interstate and am undecided regarding the use of tolls.
4. Additional Comments. The thoughts and views expressed above sometimes conflict when considering multi-issue bills, making final decisions on votes complicated. 1. Guiding Principles for 2005-07 Biennium Budget. I will not support reserve depletions that take money from pension funds, etc. I believe state agencies have become too big and will support spending cuts. Allowing taxpayers to keep more of their money will cause economic growth.
2. Opinions on Homeowner Property Taxes. I believe we should eliminate property taxes in Indiana. Property tax stalls development. I like the proposed tax deferral program provided the budget will allow it. The fact of the matter is, if we allow Hoosier taxpayers to keep more of their money, tax revenues will increase and we will cause economic growth. I would support either property tax cap, the lower the better.
3. Position on Indianapolis to Evansville Interstate. I support construction of the interstate, especially for economic development purposes. I would not favor a tax increase. I would consider a toll road. I would need to look more closely at the budget.
4. Additional Comments. I pledge to you, that if elected, I will work hard on tax restructuring and the elimination of property tax. We can become a tax and policy-friendly state which will attract new business development. This will mean more jobs for your friends as well as mine in Blackford and Grant Counties. I have enjoyed serving our community through various boards and local government positions. These leadership experiences have prepared me well to represent you in the Indiana General Assembly.

1. Guiding Principles for 2005-07 Biennium Budget. I do not accept the new base level of spending established by legislatures who have no knowledge of balanced budgets (spending plans). I am much more
inclined to review spending plans trimming them to match revenues. The bedrock principle is, "How would this affect Mrs. Crossgrave (my 4th grade teacher) who lives modestly in a small house on South Walnut Street in Muncie on her fixed income from her teacher's pension plan, Social Security, and likely modest savings. (She has been long dead but one does not forget one's good teachers).
2. Opinions on Homeowner Property Taxes
. I don't like homeowner property taxes that are noticed. Indiana property taxes are too high, and they are unfair. They have also long been unconstitutional on account of the political processes involved in them. The current and past Administrations have been incompetent on this matter and neither chamber of the Legislature has much to be proud of with regard to promptly meeting their duty. I am not aware of their actual work product but doubt very much if they will do anything at all about the uncontrolled spending that is our actual problem. The 1851 Constitution makers would likely be astounded that their State now spends nearly 60% of its revenues on what is called, "education". The Libertarian position favors the use of private enterprise. Hillsdale College's Imprimus publication has an interesting article describing how New Zealand took a fresh look and it describes the success they have enjoyed. Tinkering around the edges of a structural deficit won't be sufficient to stop those who desire to consume the property of others. I would favor the Indiana House Ways and Means Committee giving the senior and disabled individuals property tax deferral program a hearing so as to learn more, but caution that any expansion of government always leads to increased spending and any intervention always has unknown consequences, often adverse. What does this program do to restrain those who wish to consume the property of others? As to caps, we have had them in the past and the spenders have always found a way around them. Spending, in Indiana, is driven by bond lawyers, teacher's unions, and those who profit from above market wages during construction. The effort wasted in devising caps would be better spent examining just how one could reduce spending while maintaining essential services.  Take the cost out of things as businesses do. For instance, can we economically afford No-Fault Divorce? Can we afford an ISTEP test that shows no P? (progress) or exit exams for high school seniors that are actually set at dumbed down 9th grade levels? Who are we kidding about these costs?
3. Position on Indianapolis to Evansville Interstate. I would be willing to hold a hearing on the proposed interstate highway but I see no need for it at this time. My thinking is that the State is closer to $2.5 Billions in the red and when you are that deep you ought to stop digging. What is essential to Indiana about this road?  How does spending reduce spending? What will the maintenance costs be?
4. Additional Comments. This election is between a fiscal conservative democrat and a liberally spending democrat. There is no Republican candidate because the district is gerrymandered so that only a democrat can win it. Registered D's amount to 6,300, R's 3,500, I's 4,000. The incumbent's record is one of property owner abuse. He, like the newspaper that endorses him is in favor of nearly any and all tax increases. He is proposing further tax increases on those who have elected him in the past. He is firmly entrenched into the growing of the State at the expense of its citizens. Voters in HD #34 will have a clear choice and Independent voters an opportunity to vote for a fairly independent candidate who will represent them.

1. Guiding Principles for 2005-07 Biennium Budget. The primary guiding principle for the 2005-2007 budget is to take common sense into the line item analysis. We must first begin with estimated state revenues for 2005-2007. At that point we can begin to prioritize state expenditures while looking for ways to cut costs and spend taxpayer money in an intelligent fashion. In creating the list of expenditures we must take every step to make sure that unused tax dollars are returned to hard working Hoosier families in the form of tax relief, tax credits, and overall reduction in tax rates. The job of the State Legislature is to create a lean and efficient governmental budget allowing for what is needed and returning what is not.
2. Opinions on Homeowner Property Taxes. Indiana state property taxes are not only unfair, they are debilitating to hard working tax payers. The recent restructuring has only caused confusion and worsened the problem. The state legislature needs to either eliminate the property tax for primary homeowners or offer a fair alternative to allow persons of lower or fixed income to have significantly reduced or eliminated property tax burdens. I would support studies for more fair forms of revenue and the elimination of the current property tax system. In response to the 2% cap on property tax I would support such a bill but would push harder for a complete elimination and search for a new source of revenue.
3. Position on Indianapolis to Evansville Interstate. At this time the state needs to focus current spending on becoming fiscally responsible and being able to pay for projects that are current. I feel that the I-69 project will bring revenue to state government but the timing is not right. With the Toll tax requirement on I-80 and I-90 still being enforced, local municipalities having to turn to the Bond Bank multiple times in the last few years, and current and past budget deficits Indiana has more to focus on than building an extension to I-69. Let's get our ducks in a row, our budget balanced, and money in the bank to pay for I-69 before we commit to such an expensive project.

1. Guiding Principles for 2005-07 Biennium Budget. A guiding principle will be to establish legislation designed to stimulate job growth and make sure Hoosiers’ hard-earned tax dollars are used efficiently and effectively by state government. One key proposal is the 99 percent spending cap which would limit appropriations to 99 percent of expected revenue. I believe reform is needed in every state agency. This reform needs to be focused on cutting out layers of wasteful spending and streamlining operations to save taxpayer dollars. I oppose tax increases and support tax credit programs.
2. Opinions on Homeowner Property Taxes. The Indiana state property taxes code needs to be reformed or possibly eliminated. The current code is debilitating to hard working taxpayers and those living on fixed income. The recent restructuring has only caused confusion and worsened the issue. I would support studies for less dependence on property tax revenue and the elimination of the current property tax system. I do support the Watchdog Indiana senior and disabled individuals property tax deferral program. In response to the 2% cap on property tax I would support such a bill but would pursue a plan for a complete elimination and search for a new tax revenue structure in our state.
3. Position on Indianapolis to Evansville Interstate. I feel the construction of an interstate from Indianapolis to Evansville is a worthwhile project. However, I
do not support tax increases or a toll road to help build it.  I feel we need to take care of our current fiscal problems before committing to this project. I also believe we need to work harder to receive federal dollars in our state to help free up funds for projects like this.

1. Guiding Principles for 2005-07 Biennium Budget. Message to the legislature: Hold the line on spending. Sorry, you just can't have any more money. Just figure it out. No tax increases. Bring spending back in line with population growth. Fight the federal government on unfunded mandates. Kick and scream for our share of revenue sharing. Tell the universities to suck it in. Tell schools the construction party is over. Save money on prisons by early release of non-violent offenders. Fund public safety prudently and anticipate it won't be enough - keep a good credit rating. Compete for and win economic development investments. Accelerate investments in e-government to cut government head count. Stay firm on welfare to work. Maintain investments in infrastructure - partner with private interests where necessary - no free rides. (If businesses can't predict the future - neither can we.) Experiment with health care alternatives - notably: medical savings accounts. I favor putting people in charge of their health care by funding heath savings accounts for the poor. Let them manage the money and we'll get a better deal.
2. Opinions on Homeowner Property Taxes. Homeowner property taxes are rent charged by the state for the privilege of owning property in the state. The largest portion of property tax revenues go to fund schools. It makes sense to address property taxes both on the income and expense side. We need to get a better deal than we're getting from schools. I favor vouchers and cross district choice. Indiana ranks higher than 36 other states in the amount of property taxes as a percent of income (according to thestarpress.com editorial I found) - we need to do better. We need to be near the bottom on that list. A good outcome for the property tax replacement study commission would be to settle on a property tax rate that would remain steady over a planning horizon of 10+ years and
transition to a system which relies more on sales taxes (yet remains competitive with regional sales tax rates), is tied to market value with adjustments made upon the sale of the property, and provides incentives for economic development - tied to strict penalties for lack of performance. I strongly agree with the proposal for a property tax deferral program - give older Hoosiers a break. They've probably spent most of their income producing years here paying taxes, raised their kids here (who also pay taxes), and don't need to be choosing between paying taxes and buying groceries or medicine. As for a 1%, 1.5% or 2% cap - I don't have a clue. Perhaps it can be a sliding scale by value? Sorry, I'm just not well versed on the issue.
3. Position on Indianapolis to Evansville Interstate. I'd prefer a toll road. That seems to work well in Chicago and elsewhere. It gives us a chance to get the money back and do it right by not quibbling about the budget. I'm against the new terrain plan favored by INDOT. My concern is the displacement of existing business along US41...however, with appropriate compensation, this should turn out to be a winner for most of them.
4. Additional Comments. I am a libertarian running against a republican in district 53, a predominantly republican district. I have received as much as 17% of the vote in the last two cycles and hope to do better this time. So far, I've spent $1500 this year. Prior to that, the most I spent was $130 for a fine imposed by the Indiana Election Commission for failing to report promptly that I didn't spend anything. I'm pretty annoyed with the state's budget, the wrongheaded priorities, the neglect of our constitution, the stacked-deck/gerrymandered districts, federal dominance of local issues, and being asked all the time why people should vote for me if I don't have a chance of winning. I think it's time the voters of district 53 sent a representative to the state house that didn't want to be there. Having an "attitude" will be much more compatible with saving the taxpayers' money, staying out of their personal business, repealing stupid laws that don't work, and shrinking government to what it is supposed to be. I really admire the energy and commitment of Watchdog Indiana to unraveling the Gordian knot which the state budget has become. The intellectual stimulation of getting questionnaires from so many passionate interests keeps me motivated. This stuff really matters. I wish more voters ran for office to see how important these issues are and how badly flawed many government policies and programs are. Let me discuss some philosophical positions which may lack details but give you some confidence that I would be responsible to the state's constitution, fiscal prudence, and political reality. We can't change state government overnight. But nudged in the right direction, this state can do very well over the long term. In my business (technology consulting) my most valuable talent is being able to "figure it out" based on science, training, and intuition. I think the same skill set would do me well in the state house. I promised my friends I'd have a web site up by October 1st (but look for it by 10/4 for sure :). 1. Guiding Principles for 2005-07 Biennium Budget. Simply put, we have to stop the recent trend of spending more money than we are taking in. I would support the 99% spending limitation proposed by the House Republican caucus. I will fight to prevent tax increases during the next legislative session. Like most Hoosier families, we need to leave within our means
2. Opinions on Homeowner Property Taxes.
I would like to see property taxes eliminated in the long run. In the near term, that will be a very difficult goal to achieve. I support the deferral program. In principle I support the 2% annual homeowner property tax cap, undecided on a 1% or 1.5% cap
3. Position on Indianapolis to Evansville Interstate. In general, I support the need to build the road. I think that the idea of a user fee is fairer than any other tax increase proposal, however I would like to see us exhaust our opportunities for federal funding, before considering such proposals.

See my website: http://www.paulhager2004.com/, click on the "Press Releases" button for more information. I will not vote for expenditures that are not matched by cuts.
2. Opinions on Homeowner Property Taxes. Phase out the property tax. I'll support current deferrals and caps.
3. Position on Indianapolis to Evansville Interstate. I believe that I-69 will be good for business in Bloomington and that it will also benefit the Crane Naval Surface Warfare Center, which is a major employer in the area. Indiana is a net donor state in federal highway dollars, which end up funding freeways in California and projects like the "Big Dig" in Massachusetts. I think it's time to start getting some of those dollars back here in Indiana. The feds will be paying 80% of the cost and the state will pick up the balance. I will strongly oppose raising Indiana taxes to pay for the project. Generally speaking, I'd
prefer toll roads.
4. Additional Comments. Please look at my press releases at http://www.paulhager2004.com/page_2.htm. Also, please visit the
"Campaign Blog" -- my campaign web log at http://www.paulhager2004.com/voice/. One of the issues I'm pushing is reforming the Family and Social Services Administration (FSSA). The FSSA is a corrupt, bloated, and dangerously inefficient bureaucracy and the proposal to "reform" it for $212 million from the Governor is just throwing money away. My proposals would restore parental rights, greatly reduce the Child Protective Services caseload, and cut down on the high
incidence of children removed from their families on dubious claims of
abuse/neglect. This will save millions of dollars. Please contact me at the paulhager@paulhager2004.com address if you have any questions. See the Candidate Questionnaire for the May 4, 2004, Primary Election

1. Guiding Principles for 2005-07 Biennium Budget. I support massive spending cuts in nearly every facet of the state government. Cutting out unnecessary levels of bureaucracy and getting the government out of projects it has proven it cannot handle will allow for significant tax cuts. I cannot forsee any circumstances in which I would increase any taxes.
2. Opinions on Homeowner Property Taxes. I believe property taxes should be eliminated. Significant decreases in government spending would allow this to occur.  Tax caps seem unlikely and ineffective at this point, as the state is already spending more money than it takes in. The property tax deferral is a step in the right direction, but the simple fact remains that the tax places an undue burden on all Indiana homeowners and businesses.
3. Position on Indianapolis to Evansville Interstate. I am opposed to new terrain I-69. The alternate route (I-70/Highway 41) would be just as effective and would save at least a billion dollars. Tolls would be fine, but only if the charging of tolls meant that there would not be a tax increase as well. There is no reason for people to pay taxes to fund the building of I-69 and then be forced to pay again every time they drive on it.

1. Guiding Principles for 2005-07 Biennium Budget. I support outright ELIMINATION of property, inventory, income, use, and sales taxes. And any other taxes the statist slavers might want to impose. Voluntary support is the ONLY legitimate basis for funding public programs. So, if elected, I won't be supporting tax REDUCTION schemes. I can't in good conscience advocate that the state steal 10% less from its subjects; I can only insist that the state MAY NOT STEAL from us. Thus, my primary influence in the House would be to embarrass the Republican and Democrat slavers into recognizing that that's exactly what they are, and (1) insisting that they free the slaves, plus (2) IF they insist on being slavers, at least stop hurting the slaves so much (by cutting their taxes, etc.).
2. Opinions on Homeowner Property Taxes. Taxation is extortion -- telling people you'll ruin their lives if they don't pony up for the programs you want to implement. NO taxes are justifiable, and I won't accept ANY level of taxation as legitimate.
3. Position on Indianapolis to Evansville Interstate. Taxation is out of the question as far as I'm concerned. Because the entire I-69 debate is predicated on existing notions of taxation and government control, this is going to be a VERY messy issue. Toll roads are a very good approach to funding PRIVATE roads, and they may be a short-term solution for GOVERNMENT roads, as well.
4.
Additional Comments. I'm definitely compassionate and fiscally conservative, but I'm ANYTHING but results-oriented ... and, as a philosopher who never lets such points slip by his students (or anyone else), I want to tell you why. Imagine you're playing a game of chess. What's your goal? To win, right? So ... does it make sense that you should lobby to adjust the rules of the game to match your "results orientation," thereby improving your chances of winning? Hardly. The rules are what maintain an even playing field. The game is supposed to be won on the basis of your ability and how you deploy it. Life is like that, too. The very best we can do when it comes to establishing rules for human interaction is to make sure that people can reap the rewards of their own ability and work. Rules that bias the results are the essence of unfairness, and I think also diminish the results for everyone across the board. Probably the foremost examples of this in today's politics are affirmative action and the minimum wage. By trying to pre-ordain the results, such laws end up undermining the health of society and our economy. You'll never find a more taxpayer friendly candidate than me ... unless it's another Libertarian. We believe that "taxpayer" is just a euphemism for "slave." While we don't deny that everyone needs to pay for the services and goods he receives (assuming he asked for them), we are absolutely certain that most folks don't ASK for the vast array of stuff our government provides these days -- at least not FROM government. Responsible adult Americans can decide for themselves what they want to contribute to the various goods and services they desire ... either individually or in voluntary cooperation with one another. They don't need some bureaucrat holding a gun to their heads and saying, "Listen, if you don't get with the program and contribute your 'fair share' to the project we've decided is important, we'll ruin (or take) your life." I'd sincerely appreciate your support -- especially endorsements, letters to the media, and emails to voters. I'm not prepared to accept monetary contributions, since I plan to run a $0 budget for this campaign and avoid the meddlesome state campaign finance reporting requirements. Of course, you are entitled to spend whatever you like (subject, of course, to the restrictions imposed by your masters in government -- or in defiance of them) on supporting my candidacy. I sincerely hope I don't win this election, because that would put me in the company of dozens of people who think their purpose in life is to run the lives of others. Talk about sick! Want to put me in Hell? Just vote for me! ;-) So why am I running? Several reasons. First, I want to take advantage of the opportunity the electoral process provides to spread the libertarian message of freedom and self-responsibility. Second, I want to give voters a chance to say NO (for once) to the trend in American government away from the ideals of our Founding Fathers. To say NO to slavery. To deny excuses for failure based on what OTHER people wouldn't provide. Third, I have a rare opportunity to inject some responsibility into my opponent, Eric Koch. I'm told he's among the most libertarian members of the House, and I have no reason to doubt that. But he's a Republican, and that means he's part of the "control and milk the people" contingent. He belongs to the right wing of the Boot On Your Neck Party. That hardly recommends him as a candidate for freedom, justice, and the American Way! But ... if opposed by a no-holds-barred, no-compromise, liberty-first-last-and-always Libertarian, Eric just might do a better job in the House. And, on the off-off-off chance I might win the election, Indiana would have someone in the House who truly believes Hoosiers own themselves and the products of their labor. Fourth, I hope to draw attention to the presidential bid of Libertarian (and native Hoosier) Michael Badnarik, who represents the hopes and dreams of the Founders of our American Revolution. These days, when one needs an electron microscope to discern any difference between the Republicans and the Democrats, it's more important than ever to remind Americans that FREEDOM is their birthright. NOT "PERMISSION." FREEDOM. Nobody does that better than Michael Badnarik, who has spent years teaching people across the country about the Constitution and what it means. I don't have a campaign-specific website at this time, but if I do it will be linked to my personal website at KentVanCleave.com. You can also find some of my political activism at VoteBuddy.com.

Additional Comments. I will not have a full time job to interfere with listening to and representing the people of House District 66. After working 36 years as a veterinarian diagnosing and treating animal diseases, I would like to use some of my agribusiness experience to help "treat" some of the state government problems. I previously served as an elected delegate to several state conventions, but never considered having enough time to serve in public office until I retired from my full time job. I spent the last year studying the issues, traveling around House District 66, and listing to the people. From listing to the people, I have gotten some good ideas for my mission: "Helping Hometowns Remain Hometowns."

1. Guiding Principles for 2005-07 Biennium Budget. To jump start Indiana's economic growth, we must balance the state budget while simultaneously decreasing the tax burden for individuals and businesses. Because of this, my guiding principle for the 2005-2007 biennium budget is to focus 100% on spending cuts.
2. Opinions on Homeowner Property Taxes. My top priority when elected is to reduce property taxes by limiting their use to law enforcement and fire departments. To fund operating expenses of schools currently paid for by property taxes, I will sponsor legislation to use funds currently earmarked for capital projects. Simultaneously with this, I will support home schooling, charter, and voucher initiatives which hold promise for reducing administrative expenses while raising the quality of education. I
do support the senior and disabled individuals property tax deferral program. However, I believe that the best way to help seniors and the disabled is to greatly reduce property taxes rather than deferring them to a later time. I believe that a cap is a less effective means of tax relief than lowering the tax assessment rate. That said, given the opportunity, I would support a cap; the lower, the better.
3. Position on Indianapolis to Evansville Interstate. I
support updating existing routes over a new terrain road. This will save taxpayers money while freeing up additional resources for improving existing roads. If a new terrain route ultimately is chosen, I would favor it being a toll road. This is the most equitable way to pay for the road as those who will benefit the most from it will pay the most for it. I am steadfastly against raising taxes to support this road construction.
4. Additional Comments. You will sometimes hear that a vote for a Libertarian is a wasted vote. Nothing could be further from the truth! Even if the Libertarian candidate doesn't win, a vote for him/her sends a message to the current office holder that you want smaller government and lower taxes. By contrast, a vote for a Republican or Democrat incumbent is an endorsement for their bigger government and higher taxes track record. Please send the smaller government, lower taxes message on election day by voting for Frank Findley for State House.

1. Guiding Principles for 2005-07 Biennium Budget. Those on fixed incomes, small businesses and working class citizens of which I’m one, live on budgeted incomes. Some are very limited incomes and must live accordingly. Should we not expect our state government to live within its means as well? First we must plug the leaks, check wasteful spending. I would like to see a complete housecleaning of every agency (housing authorities, FSSA, BMV, etc.) in our state to eliminate the absolute wasteful spending. We can’t keep adopting every new “feel good” program that comes along, including those from the Federal level that is dangled in front of us with the promise of some start up money and then Indiana has to come up with a way to keep paying for it from there on. Indiana needs to structure its budget and the way it operates on its ordinary income, which are mainly tax revenues. The practice of relying on riverboat wagering revenues and settlements from lawsuits such as the tobacco settlement for setting budgets is risky because of unforeseen shortfalls that could occur. Careful spending based on known income would likely lead to a more stable government operating environment and any monies from other sources could be used to build a surplus once again and perhaps result in the elimination or reduction in existing taxes. I understand that government relies on taxes to fund it's operation and the many services that it provides but I feel that citizens have come to accept taxes and tax increases too willingly in exchange  for a larger government that most say they do not want. I am just not one who welcomes new and more taxes with open arms. I still say the solution to our dismal fiscal situation is cut waste.
2. Opinions on Homeowner Property Taxes. There has been talk in the past of dropping the property tax which I support wholeheartedly. I don't want to exchange that tax for another form of taxation. I don't believe it realistic to think that the legislature will eliminate the property tax which is one of their main sources of revenue until Indiana regains is financial stability. If our runaway spending were brought in check we could still maintain the services those agencies provide and ELIMINATE the property tax and not trade off for one under a different name.
3. Position on Indianapolis to Evansville Interstate. I-69 appears to be a "done deal." I personally don't think it will ever be completed in my life time. If the residents are willing to accept a new tax such as an increase in a gasoline tax that should be up to them in a vote. I don't support a toll road because the delays caused by stopping at a toll booth would cancel what little time travel this new road is supposed to afford.
4.
Additional Comments. In my opinion the most pressing issue is why are jobs and businesses leaving Indiana. Is it too many regulations or taxes, such as the inventory tax? We must insure that the jobs and industry currently existing in our state stay here. It’s better to keep and improve what we have, which will in turn entice new businesses to set up in a state that has a history of long established market place. With all the recent international trade arrangements now in place labor and management must work together to exist. It’s vital that workers in this Country have incomes that will allow them to maintain a standard of living that in turn keeps our economy healthy. Companies that provide fair and equitable pay and benefits in turn acquire employees who display good work ethics. This combination is what produces the best products and services in the market place. With your support and your authority, I would like to bring state government back to where it belongs, in the hands of its citizens. See the Candidate Questionnaire for the May 4, 2004, Primary Election.

1. Guiding Principles for 2005-07 Biennium Budget. The Indiana Constitution mandates a balanced budget and clearly we have far exceeded that goal with excessive spending over the past 10 years. I would advocate an immediate 10% budget decrease for every state agency and then work toward eliminating any agency or state funded organization which is not expressly mentioned in our constitution. I would also work toward cutting the cost of government schools by adopting Kenn Gividen's school plan which can be viewed at www.gividenforgovernor.org. I would also work towards refusing unfunded Federal government mandates/programs such as Hoosier HealthWise and severely cut or eliminate Medicaid. As a Libertarian I will pledge to never increase taxes under any circumstance.
2. Opinions on Homeowner Property Taxes.
The Libertarian Party of Indiana proposed a Property Tax Plan in 2003 and I would strongly advocate its' adoption. As Libertarians we consider property taxes to be the ultimate invasion of our individual sovereignty. Still, we Libertarians are law-abiding folks and realize that much of our society's needs and institutions have grown dependent on such taxes. The solution to property taxes is to decrease spending, not cap tax increases. We propose the following formula for determining a property tax. First our assumptions. We assumed that the current budgets being funded by property tax are adequate. We did not cut or add one cent from current spending levels. We assumed that county governments are far more accountable and better at determining the unique needs and conditions that affect property taxes, than is the state legislature. We assumed that schools being the primary recipient of property tax revenues would continue to be financed the same way. We assumed that the state legislature would continue to steal or, as they put it, misappropriate funds, without oversight, and therefore could not be trusted to make fair judgments regarding the operational aspects of a reformed property tax plan. We assumed the same level of state spending would be provided to schools districts from the general fund on a per capita/student basis. Our plans key components. First is the establishment of property tax as a county tax separate from any state involvement. Second, we would demand that a voter referendum be mandatory for any changes in the county's formulas or tax rates. Third, we would apply a tax rate equally to all property owners based on the square footage of land and structures owned without regard to the property's "value." Fourth, that all children are equal and as such would receive the same per capita state allocation of $3,500 for public or charter schools regardless of county or school district. And, that the money follows the student within the same school year. Presently the money flows to the transfer school over a four-year period. Fifth, since all parents are responsible for the education of their children that they should be given the widest possible choice of schooling opportunities. The State's Constitution says the state will provide schooling, not coerce attendance at a government school. Sixth, those who home school, or attend private or parochial schools, be given a tax credit of $1,750, saving the state an equal amount. How the Libertarian Land and Structures Tax plan works. Our assumptions were that the current level of funding is adequate to run those activities the property tax supports. It is relatively easy for a county to take the current property tax revenues or its desired budget and divide it by the number of square feet of property (land) owned by private individuals, partnerships, LLC's, corporations, non profits, etc. within the county. Buildings would be assessed as a structure tax based on square footage. Different rates could be applied for single family homes, multifamily dwelling's, commercial (which would include non profit organization's property unless a structure would fit better in another classification, e.g. a group home would be taxed as a multifamily unit), industrial and farm structures. These would be the only classifications. The rationale for this method is simplicity and fairness. The subjective value of something is always in the eye of the beholder. A tax assessor would not be seeing the same value as would the home or business owner or a potential buyer. This system eliminates any cheating and establishes an incentive for property owners to improve their holdings. No longer would a landlord for example have disincentive to improve his or her property. Expansion or reduction of a structure's size would be the only basis for a change in the tax paid. Improve a fence line or driveway would not impact your tax rate. By requiring a voter referendum at the local county level for any changes in rates we ensure that the people would have the final say about the rate pegged to the tax. The benefits are many. No more multimillion-dollar tax assessors offices. No more fighting a subjective tax assessment increase. No more concerns about a neighbor or competitive business paying a different rate. Predictable revenues spread out over more taxpayers. County governments could emphasize land use goals through the property tax. If they wanted more industry a lower rate would be attractive. If a suburban area were growing too fast, a higher residential tax may slow growth. A heavy industrial or agricultural base may have taken up a lot of land and thus be required to shoulder a larger share of the tax. But the rate for land would be the same for everyone. Structures would be the controllable variable. Perhaps the biggest benefit is local control over spending. With counties having a clearly defined revenue source they can determine just what expenditures make the most sense for them. The Libertarian Land and Structures Tax is fair and uniformly applied to all who own property. It reflects the intent of the Indiana Constitution and above all it respects and empowers our citizens.
3. Position on Indianapolis to Evansville Interstate. I am in favor of an interstate highway between Indianapolis and Evansville only if it follows the I-70/U.S. 41 route with new construction limited to a new bypass to the southeast of Terre Haute connecting the existing highways. As a Libertarian I am always in favor of user fees such as tolls dedicated to support a specific project, but would oppose any general tax increase to support the I-69 extension.
4. Additional Comments.
Electing a Libertarian to the Indiana House would inject a large dose of sanity into an organization which does not listen to the will of the people and has been so gerrymandered that voters in many districts will not even have a choice of who represents them in Indianapolis. My email address is sam8074@aol.com and although I do not have a campaign website more information about the Libertarian Party of Indiana can be found at www.lpin.org.

1. Guiding Principles for 2005-07 Biennium Budget.
First of all, Indiana’s "off-budget" funds should all be eliminated. The State of Indiana has several funds outside of the General Fund. Money from these funds is appropriated by request of officials, without a vote of the legislature or any effective oversight. Could a more dubious arrangement be possible? Scandals in the recent past has demonstrated that some of these funds have been used for fraudulent purposes. Hundreds of millions of dollars in gambling revenues have been squandered and at times illegally allocated from the Build Indiana Fund. Indiana voters were led to believe that tax money from gambling activities would be used for property tax reduction. Since then, property taxes have steadily risen and gambling funds have been squandered through these off-budget funds. Ideally, the State should dissolve the funds altogether and route the money directly into a property tax reduction formula. Alternatively, the funds could be applied to the General Fund. If all state budget funds were expended through the General Fund, at least legislators would be required to vote on the expenditure and potentially be held responsible. The Indiana State budget is ridiculously inflated with all manner of subsidies for privileged organizations. With the exception of state parks, some road maintenance expenditures, and the maintenance of some state law enforcement and incarceration facilities, the average Indiana taxpayer receives little from the State. Even cursory examinations of "off-budget" expenditures details huge corporate welfare expenditures, such as $52.5 million for the Indiana Technology Fund, $5 million for a nanotechnology program, $50 million for the Century Research & Technology Program, etc. The average citizen will NEVER benefit from any of these programs under any circumstances. The budget is full of corporate welfare masquerading as "economic development", unnecessary architecture under the guise of "education", and redundant road construction projects and unwanted sewer and water developments classified as "infrastructure". In my own county (Lake), the identical areas of roads are routinely rebuilt every year in order to procure federal money for a portion of the construction project. The State of Indiana lacks a process for voters to recall legislators. Moreover, any referendums for public vote must first be approved by the state legislature. Many Indiana voters feel powerless to exercise control over their own elected officials, with good reason. Legislation should be passed to provide both these options to voters.
2. Opinions on Homeowner Property Taxes.
Personally, I dislike property taxes as much or more than the average person. My own property tax rate is 8 ˝%, while we receive no leaf collection services, diminished trash collection services, rare snow removal, and the local police do not patrol the neighborhood. Unfortunately, governments have historically favored property taxes because of easily enforced compliance; real property is easily confiscated. It is perfectly reasonable to ask homeowners (and other persons) to contribute towards legitimate government services provided. Unfortunately, municipalities do not seem obligated to provide services to their citizens, regardless of the property tax rate. Municipalities and other local taxation authorities are currently able to raise tax rates almost at will. To my knowledge, municipalities are required only to place a public notice in the newspaper, hold a public meeting, and receive approval for an increase from the State Board of Accounts. Voters are almost completely powerless in this process and are generally unaware of pending tax increases until their tax bills arrive. Local taxation authorities are also able to engage in major capital spending commitments without consulting voters either, such as refinancing new school loans or installing new water and sewer infrastructures. These costly programs can obligate taxpayers for decades into the future. Local taxation authorities are not required to operate within a fixed budget; whenever a budget is exceeded tax rates are easily increased in short order. Whatever happened to the complaint about "Taxation without representation"? My belief is that the only effective means to curtail rampant municipal spending is to: 1) place legislated restrictions on their types of spending projects by specifically defining the purpose of municipal governments; 2) restrict their ability to raise taxes by requiring popular votes on tax increase proposals; 3) limit municipal governments’ (including school boards and library systems) ability to financially encumber their citizenry with large capital spending projects. Financial reports and meeting minutes from government agencies should be posted on the internet and/or provided free of charge to taxpayers. As long as property taxes can be increased without binding input from the taxpayers themselves, rates will continue to rise. Possibly, the best way to recover from our current property tax fiasco is to define specific services municipal organizations MUST provide to their taxpayers, and subsequently allow a tax rate on the per capita / household basis of those services. Otherwise, municipal funds will continue to be dumped into unwanted museums, refurbished sports stadiums which benefit wealthy sports teams owners, frivolous litigation, etc. After reviewing your organization’s proposal for senior citizens and the disabled, I have concluded that your approach is basically sound. I do not oppose the current proposal to limit property taxes to 2.0% of assessed value. However, it seems doubtful that Governor Kernan has the authority to enable this change without a vote of the legislature. I consider the current proposal to be nothing more than an election year publicity stunt, since no one has stated which programs’ budgets are to be cut or what alternative taxes will be employed.
3. Position on Indianapolis to Evansville Interstate. My own limited understanding of this debate leads me to believe that this project is a federally inspired waste of money and an unnecessary destruction of environmental habitat. Most importantly, the people who actually live in the effected areas seem strongly opposed to the new construction. Shouldn’t citizens have a rightful say in the actions of their own government?

1. Guiding Principles for 2005-07 Biennium Budget. I will not support any tax increases except in a shift from property taxes. I will not support any budget that exceeds the state's income. As a state senator I believe it is my constitutional responsibility to pass a balanced budget.
2. Opinions on Homeowner Property Taxes. I feel that property tax is unfair and outdated. I have been following the work of the Property Tax Replacement Study Commission co-chaired by Sen. Luke Kenley. I look forward to seeing their final report.

1. Guiding Principles for 2005-07 Biennium Budget. My priorities are to help legislators choose to cut programs enough to avoid tax increases and borrowing while tax revenues recover. We have already depleted the rainy day fund. We need to postpone anything not already contracted, even repeal some tax credits and discontinue grants. Another goal is to find funding for public transportation in our cities, perhaps additional gasoline tax on autos but not on freight or farming. Better public transportation would help residents' job search and be an attraction for new business. Since residents will be paying the ridership fees, perhaps the operating subsidy could be levied only on business properties, who need the employees, removing that from homeowners. Any new Regional Transportation Authority should have budgets subject to review by participating county officers and not hit the property tax.
2. Opinions on Homeowner Property Taxes. The basis for assessing taxes should not be on market value, this creates too much disparity between citizens and results in grossly overtaxing some and undertaxing some. In addition, this basis discourages us from improving our property. The basis should be lot size, which would still be somewhat progressive in result. I wonder if we have excused too many voters from paying property tax; this creates voters who always vote for higher spending. We should repeal the renter's tax credit. Of course renters should share in paying the cost of local government so they will care. Let's make sure tax-exempt properties are not also serving as a residence. Perhaps churches and foundations should pay a share of basic services like public safety and waste management. We could move more school support to the state sales tax; in our constitution, education is a state function. We can limit support per pupil; any additional spending has to be raised by nongovernmental supporters. The replacement commission will probably find that property taxes are more stable, consistent in revenue, and can give more local control if budgets are subject to elected officials. But I'd agree that we limit which functions are paid by property tax to basic city services, public safety. Split all other expenses to sales and county option income taxes, including parks, libraries, CIB, IAA, bus, debt service, summer programs, new construction, grants to nonprofits, arts, subsidies, incentives, job training, cultural projects, planning committees, any other expenditure. These last must budget to previous year's actual receipts, not anticipated receipts. Of course, I'd also be trying to cancel grants, subsidies, incentives, cultural projects because those should all be private actions. I'd support a deferral of property tax payments for the elderly to be paid from the estate where the actual residence is not mortgaged, is not in the upper 25% of property values, and the tax returns show hardship if the tax is paid. A legislator has insisted to me that such a change requires a constitutional amendment, but I don't see that. The disabled would need a different form of aid, but I agree it's short sighted to put them out of their home if we just have to house them. We already have caps on the books on the amount of increase and the amount of debt that don't stop much. The problem with caps is that these agencies have the power to borrow and sell bonds whenever they run up against a cap, which puts the increase into nonnegotiable debt service. We'd need to change that first.
3. Position on Indianapolis to Evansville Interstate. I think these highway funds will be spent somewhere whether it's here in Indiana or not, and I'm not convinced that the 70/41 route will really be less expensive, because all the small towns on 41 will need a bypass as well as Terre Haute. We Libertarians oppose the use of eminent domain to seize property and the high state cost either way, so if it is built, it should be a toll road for all the non gasoline tax funding and should wait until property is acquired by open market purchase.
4. Additional Comments.
Maybe you could remind voters on your web site to find the constitutional questions on the ballot and give the legislature more flexibility in assessing property taxes (Question 1). I have registered with Vote-Smart and with Democracy Net.

1. Guiding Principles for 2005-07 Biennium Budget. My guiding principles for the next budget must be economic development and fiscal discipline. The best method for ensuring prosperity is growing Indiana's economy. I will not support, and will vote against, any tax increase.
2. Opinions on Homeowner Property Taxes. I support the transitioning from property taxes to a fairer method of taxation. Property taxes unfairly strain the finances of senior citizens and young people beginning their careers and families, since property taxes do not tax one's ability to pay - only their physical property.
3. Position on Indianapolis to Evansville Interstate. I oppose the expansion of I69

1.
Guiding Principles for 2005-07 Biennium Budget. I plan to do all that I can to reduce Indiana government to its Constitutional limits. If this were to happen, we would have little need for an income tax, estate tax, property tax, or any of the myriad of other taxes we are burdened with paying. These taxes are a huge intrusion into the lives of Hoosiers and create an enormous drag on the Indiana economy. But to get rid of these taxes, we must also get rid of dozens of unconstitutional state programs.
2. Opinions on Homeowner Property Taxes. I believe that property taxes are a violation of personal property rights and that they should be eliminated. I support any program that eases or eliminate the property tax burden on Hoosiers.
3. Position on Indianapolis to Evansville Interstate. Why would we choose to destroy the landscape and divide the communities of Southern Indiana with a new terrain highway? If destroying thousands of acres of forest, farmland, and home sites, and spending an extra $1 billion, is worth saving 12 minutes on a trip to Indy, then a new terrain I-69 might seem like a grand idea, but it sounds like a boondoggle to me. We have better uses for that $1 billion.
4. Additional Comments. I am running because I am passionate about preserving the freedoms and livelihoods of the people of southwest Indiana. I want the people of southwest Indiana to have control over their own lives and the money they work so hard to earn. I believe that their lives are too important to let politicians and bureaucrats control it.

Governor:

When you vote for Indiana Governor on November 2, there are five key facts to keep in mind.

1. Total state spending has exceeded total state revenues each of the past six fiscal years.

2. From July 1, 1997, through June 30, 2005, the state will spend $2.290642 billion more than it takes in.

3. Total state revenue per citizen increased 1.57 times more than inflation from $2,565 in the 1997-98 fiscal year to $3,077 in the 2002-03 fiscal year.

4. Total state spending per citizen increased 1.88 times more than inflation from $2,506 in the 1997-98 fiscal year to $3,107 in the 2002-03 fiscal year.

5. Of the state's "nearly $800 million budget deficit," $722 million is in the form of "payment delays" to public schools, universities, and local governments.

The three conclusions list next can be easily reached by analyzing these five key facts.

CONCLUSION #1: Hoosiers have provided ample revenue to our state government.

CONCLUSION #2: Because spending has increased so much, 1.05 percent in spending cuts can be made to bring spending in line with revenues without harm.

CONCLUSION #3: The so-called $800 million budget deficit is a farce. Ninety percent of the "deficit" is carried as delayed payments to public schools, universities, and local governments. No school superintendent, university president, or local mayor is fool enough to include the delayed payments in their projected budgets. Our Governor and General Assembly members should exercise the political will necessary to call these payment delays what they really are - spending cuts. Changing the payment delays to the already-absorbed spending cuts they really are would just about eliminate the so-called budget deficit, improve Indiana's bond rating, and remove a false justification for tax increases.

With these conclusions in mind, it is clear that Watchdogs should cast their Governor vote for Kenn Gividen on November 2.

The Watchdog Indiana candidate rating for Kenn Gividen is Uncertain. The candidate rating for both Mitch Daniels and Joe Kernan is Taxpayer UNfriendly. Details of these candidate ratings can be found at 11/02/04 Candidate Questionnaire.

As a third-party candidate, Candidate Gividen is unlikely to be elected Governor. His drastic spending cut ideas and property tax elimination approach do not make good fiscal sense (the numbers don't add up). However, he could be counted on to properly veto any spending and fee increases. This is much preferred to the apparent willingness of Candidates Daniels and Kernan to raise taxes to mollify the special interests that are contributing so much money to their campaigns. Also, neither Candidate Daniels nor Candidate Kernan respect the results-oriented, compassionate, and fiscally conservative approach of Watchdog Indiana enough to respond to the Watchdog Indiana Candidate Questionnaire. Voting for the Uncertain candidate Gividen is a great way to send a message to the Taxpayer UNfriendly candidates Daniels and Kernan that business as usual is not good enough.

1. Guiding Principles for 2005-07 Biennium Budget. DID NOT RESPOND. Record: "Tax increases are not off the table, but they're at the bottom of the list." Candidate Daniels' "Roadmap to an Indiana comeback" is a slick, fold-out campaign brochure that lists 61 "New Ideas" under the headings of education, jobs, health care, integrity, and state government reform. None of these proposed changes have cost increases or savings identified, and there is no clear indication they would reduce state spending or significantly increase state revenues from existing sources. As federal Budget Director, Candidate Daniels oversaw a federal budget that went from the largest dollar-level surplus in American history to the largest dollar-level deficit.
2. Opinions on Homeowner Property Taxes. DID NOT RESPOND. Record: Candidate Daniels offers no state-paid property tax relief to the most vulnerable Hoosier homeowners. His phase-in of property tax increases would be of little help. His 10-year freeze on property taxes for agricultural producers would shift property taxes to homeowners. Candidate Daniels refuses to consider cutting total annual state spending 0.36 percent to implement the senior and disabled individuals property tax deferral program.
3. Position on Indianapolis to Evansville Interstate. DID NOT RESPOND. Record: Candidate Daniels favors a new-terrain interstate between Indianapolis and Indiana and, because the budget is "barely enough to maintain the roads we have now," would consider tolls as a means of payment.

1. Guiding Principles for 2005-07 Biennium Budget. Spending cuts. My objective will be to roll back government spending to 1984 levels. I have no plans for any tax increase and intend to vigorously oppose any such increase.
2. Opinions on Homeowner Property Taxes. Effectively, such taxation is "rent" charged by the county to the owner. Because this tax harms those most who can afford it least - the elderly and young families locked out of ownership by high taxes - my objective is to eliminate property taxes, not only for homeowners, but businesses as well. The revenue lost by eliminating property tax would be "replaced" by dramatically scaled back government. By converting government schools to charter schools, the cost of education could be cut by 50 percent. Parents of each individual school would elect a board of directors to manage the school's finances, academics, etc. Each child would be awarded a $4,500 voucher from state and federal funds; no property tax would be permitted for education. Property tax deferral is a first, but temporary, step to remedy the problem. The tax caps of 1 percent, 1.5 percent and 2 percent are 1 percent, 1.5 percent and 2 percent too high respectively. (Tax caps are ineffective when not accompanied by equivalent or greater government spending cuts.)
3. Position on Indianapolis to Evansville Interstate. The new terrain I-69 diverts nearly $1 billion from other construction projects. I support the alternate terrain (I-70 and US 41), allowing the $1 billion to be available for other projects. Specifically, I would propose those funds be used to upgrade US 31 to a FREEWAY (NOT TOLLWAY) from Indianapolis to South Bend. This would allow new a freeway to stretch the length of the state for the same money as the new terrain I-69. I prefer the principle of tollways ONLY when those tolls replace tax reductions. In most cases, highway tolls constitute double taxation and, in those cases, I am opposed to them. An ideal scenario would be to contract the purchase rights to private industry, including the construction and maintenance costs (including patrolling). When exercising eminent domain, the rights of current property owners demand careful consideration.

1. Guiding Principles for 2005-07 Biennium Budget. DID NOT RESPOND. Record: "I don't go into this with the idea we're going to raise taxes. I don't think you can rule anything out." Candidate Kernan supported House Bill 1001 (SS) that was passed by the Indiana General Assembly during its special session on June 22, 2002, and increased individual taxes $738.8 million and business taxes $1.0394 billion from July 1, 2002, through June 30, 2005. Candidate Kernan also supported the budget bill for the 2003-2005 biennium where (1) the 2004-05 fiscal year General Fund and Property Tax Replacement Fund spending total of $11.48 billion exceeds the $11.4424 billion revenues total and (2) Pension Stabilization Fund transfers were included (these transfers worsen the $8.5 billion shortfall in teacher retirement funds). Candidate Kernan's plan to reorganize state government is not encouraging; for example, the proposal to reorganize the state's Family and Social Services Administration into four new agencies comes just thirteen years after the former departments of Welfare, Mental Health, and Human Services were combined into a "super agency" so as to be more responsive to Hoosiers in need.
2. Opinions on Homeowner Property Taxes. DID NOT RESPOND. Record: As a result of the 2002 General Assembly special session, the Pay 2003 property tax for the average homeowner statewide was supposed to have been reduced 16.3% AFTER reassessment. Through the action and inaction of the state's administration while candidate Kernan has been in office, the promised property tax relief has been decreased as follows: (1) the so-called Homestead Credit calculation correction ordered by the Governor decreased the Pay 2003 homeowner property tax reduction to 13.1%; (2) the 2003 General Assembly budget bill allows for K-12 school funding increases that will decrease the Pay 2004 homeowner property tax reduction to 9.2%; (3) The manufacturing inventory tax shift provided for in the 2002 General Assembly special session legislation will decrease the Pay 2004 homeowner property tax reduction to 5.7%; (4) the shift of the entire inventory tax provided for in the 2002 General Assembly special session legislation will result in a Pay 2007 homeowner property tax increase of 2.6%. Candidate Kernan's dalliance with a 2 percent "circuit breaker" offers no meaningful and lasting state-paid property tax relief for Hoosier homeowners hit hardest by the 2003 property tax reassessment.
3. Position on Indianapolis to Evansville Interstate. DID NOT RESPOND. Record: Candidate Kernan favors a new-terrain interstate between Indianapolis and Indiana but, in spite of his opposition to toll roads, does not indicate how it will be paid for.
